On August 22, 2025, it was learned from the Huaihua Municipal Human Resources and Social Security Bureau that in order to further support college students to stay in Huaihua and start businesses, the city has issued the “Huaihua City’s Implementation Plan for Supporting College Students’ Entrepreneurship” (hereinafter referred to as the “Plan”), which starts from seven aspects: implementing policy measures, establishing venture capital funds, cultivating incubation bases, forming mentor teams, building education and training systems, selecting innovative and entrepreneurial models, and launching entrepreneurial TV programs. It refines 15 policy measures such as subsidies, loans, and taxes, fully integrates resources from all parties, stimulates college students’ entrepreneurial enthusiasm and innovation vitality, and provides solid talent support and lasting power for implementing the “Five New Missions and Four Orientations” strategy and building a “5+10” modern industrial system.
It is pointed out in the “Plan” that the policy is implemented to provide subsidies for college students’ entrepreneurship. A one-time entrepreneurship subsidy of 10,000 yuan will be given to college students who start their first business or register as individual businesses for the first time and have been operating normally for more than one year. Graduates from universities in the graduation year (including senior technical classes, preparatory technical classes, technical classes, and vocational education graduates from special education institutions) and students from colleges and universities (including vocational schools and technical schools) who participate in entrepreneurship training can receive entrepreneurship training subsidies after passing the training. Small and micro enterprises that hire graduates from universities who have not been employed within 2 years of leaving school will receive subsidies based on the actual basic pension insurance premiums, basic medical insurance premiums, and unemployment insurance premiums paid by the unit for the college graduates.
The “Plan” also points out the implementation of the entrepreneurship guarantee loan policy. It will establish a green channel for college graduates (including college student village officials and returning overseas students) to apply for entrepreneurship guarantee loans. Those who meet the conditions for guarantee loans will be given a 50% discount on the actual loan interest rate. College graduates who start their own businesses can apply for entrepreneurship guarantee loans not exceeding 300,000 yuan. Those who start a business in partnership can apply for a maximum of 4 million yuan in entrepreneurial guarantee loans. It will support the inclusion of eligible small and micro enterprises founded by college students in the risk compensation scope of technology-based enterprise knowledge value loans, small and medium-sized enterprise commercial value credit loans, etc.
The Plan further points out the implementation of tax incentives to support college students’ entrepreneurship. For college graduates who hold the “Employment and Entrepreneurship Certificate” during their graduation year and engage in individual business, the actual value-added tax, urban maintenance and construction tax, education surcharge, local education surcharge, and personal income tax that should be paid in the current year will be deducted in sequence within 3 years (36 months) from the month of registering as individual industrial and commercial households, with a limit of 24,000 yuan per household per year.
The Plan specifies the establishment and operation of the “Wuxi Golden Seed” venture capital fund for college students starting businesses in Huaihua, providing start-up capital for early-stage projects led by college students. The fund can invest up to 500,000 yuan in projects for entrepreneurial teams and up to 1 million yuan in a single investment for enterprises. For enterprises with good growth potential and development potential, additional investment can be made during the fund investment period.
The Plan emphasizes the establishment of a management and service mechanism for college student venture capital funds. It will establish a linkage mechanism between the college student entrepreneurship project library and the “Wuxi Golden Seed” venture capital fund for college students starting businesses in Huaihua, and regularly promote a batch of high-quality entrepreneurial projects. It will give full play to the resource advantages of “Hunan Business Return” and “Alumni Return to Hunan”, and promote the establishment of a working mechanism and channel for social capital to jointly incubate and relay investment in college student entrepreneurship projects.
The Plan proposes to promote the standardized construction of college student entrepreneurship incubation bases. Incubators and other innovation and entrepreneurship platforms, as well as some venues, are provided free of charge to college students and graduates within 5 years of graduation. It will integrate the establishment of the Huaihua Entrepreneurship Mentor Studio with the construction of the base, empowering incubating enterprises in project research and development, entrepreneurial services, and achievement transformation. It will simultaneously strengthen the operation and management of incubation bases. It will promote deep cooperation between college student entrepreneurship incubation bases and provincial and municipal college student entrepreneurship investment funds. Further, it will build a “1+5+N” innovation and entrepreneurship incubation base system that integrates city-county linkage, school local interaction, and industry resource sharing. Based on the “Land Port Maker & Home” entrepreneurship incubation base in Huaihua City, it aims to create a “university+park” entrepreneurial ecosystem. Around the key industrial chain in Huaihua, it will establish “N” micro platforms for innovation and entrepreneurship cooperation among college students based on local conditions through the Huaihua “Land Port Partner” recruitment plan, forming N “university+industrial chain” entrepreneurial ecological chains. It will implement entrepreneurship service subsidies for college student entrepreneurship incubation bases.
The Plan states that the city will select representatives and well-known entrepreneurs with strong sense of responsibility, sufficient practical experience, and good social image to jointly form a municipal college student entrepreneurship mentor group, providing entrepreneurial guidance, information consultation, resource docking and other services for college students, and promoting the growth and implementation of excellent entrepreneurial projects. At the same time, it will improve the guidance mechanism for college student entrepreneurship mentors. It will establish N “college student entrepreneurship guidance studios” around the industrial chain, implement the pairing guidance mechanism between mentors and college students, and provide entrepreneurial services for college students’ entrepreneurship.
The Plan specifies exploring the establishment of an “entrepreneurship+” training model, encouraging universities to offer entrepreneurship courses across majors, disciplines, and departments, guiding entrepreneurship training institutions to innovate training models such as “entrepreneurship+skills training” and “entrepreneurship+labor branding”, integrating training resources from departments such as human resources and social security, agriculture, and labor unions, and implementing the “Wuxi Golden Seed” entrepreneurship training program for college students who come to and stay in Huaihuai.
The Plan points out to deepen the reform of the training mode for innovative and entrepreneurial talents in universities, and encourages universities to allow college student entrepreneurs or main leaders of entrepreneurial teams to apply for graduation certificates or degrees by using their entrepreneurial achievements related to their majors as graduation theses (designs). Allowing college students to take a leave of absence to start their own businesses, universities can separately set a maximum length of study for students who take a leave of absence to start their own businesses, and optimize the approval process for taking a leave of absence.
The plan states that a “Golden Ideas” collection activity with the theme of “Smart Gathering of Five Streams, Creating the Future” will be launched. College students can participate in the collection of “golden ideas” and have experts evaluate and demonstrate them. Among them, excellent “golden ideas” can receive support such as admission to entrepreneurship incubation bases, entrepreneurship training, one-on-one guidance from mentors, connection with enterprises or investment institutions, project roadshows, and assistance in project implementation.
In addition, the “Plan” provides clear requirements for cultivating and selecting typical innovation and entrepreneurship models among college students, opening up publicity columns, and launching college student entrepreneurship TV programs.
