He was joined by He Zunqing, deputy secretary of the Municipal Party Committee and secretary of the Municipal Political and Legal Affairs Commission; Li Wanqian, director of the Standing Committee of the Municipal People’s Congress; and Niu Shunsheng, chairman of the Municipal Committee of the Chinese People’s Political Consultative Conference.
At the meeting, reports were heard from the Office of the Municipal Executive Committee, the special working groups, the “3+5” events teams and county/city/district delegations on their respective tasks, and specific matters were studied and clarified.
Xu Zhongjian pointed out that preparations for the 5th Hunan Tourism Development Conference have entered a final, race-against-time stage. Departments at various levels across the city must strengthen their sense of responsibility and urgency, go all out to accelerate progress, tackle difficulties and improve quality and efficiency, and strive for excellence to ensure all preparations are completed perfectly. Event rehearsals must be carried out meticulously and details refined to ensure smooth continuity throughout the process and among all links. Project closeouts should be expedited, with dedicated teams and personnel resolving on-site bottlenecks every day. Efforts to attract investment should be pushed forward promptly, using trial operations to identify gaps and optimize improvements. A strong public atmosphere must be created citywide through making full use of various media to strengthen publicity and guidance, and mobilizing the public to participate so that every resident acts as a host of the coming tourism development conference. Full measures must be taken to guarantee safety and stability with optimized security arrangements and emergency plans for conference activities, while coordinating work on petition handling, stability maintenance and production safety to keep a harmonious and stable social environment.
Xu also emphasized that municipal leaders should continue to take the lead in implementing the “137” work method and frontline working approach, setting an example from the top to ensure rigorous implementation. The Office of the Municipal Executive Committee should perform its coordinating and supervisory functions well, and each task force must carry out its duties and be accountable, ensuring each event proceeds smoothly, each link is coordinated in order and every assignment is satisfactorily completed. Counties, county-level cities and districts must shoulder their responsibilities and concentrate efforts to complete preparatory work as soon as possible. Relevant municipal departments should take initiative and work in concert to comprehensively improve the quality and effectiveness of preparations. Persistent, full-process, penetration-style inspections should be continued, with strengthened follow-up, performance tracking and accountability.
