On August 13, Li Jianzhong, vice governor of Hunan and his delegation conducted an investigation in Huaihua City, focusing on key ecological and environmental protection tasks such as air pollution prevention and control. In his words, it is imperative that we resolutely shoulder the political responsibility of ecological conservation through more targeted measures and a more pragmatic approach to constantly enhancing ecological and environmental quality, thus making “environmentally-friendly” a defining feature of the city’s high-quality development.  Participants included Liu Qun, director of the Provincial Department of Ecology and Environment, and Yu Jianyong, a Huaihua municipal leader.

Li visited Niudiankou Village, Zhongfang County; the sewage pipe network construction project , Hecheng District; the Yushuwan Cultural and Tourism Complex construction site; the pollution interception and diversion project at Wells No. 83 and 84 of Taipingxi; and Huaihua Shengyuan Oils Co., Ltd. He reviewed in great detail situations with regard to the straw burning control sewage pipe network construction, dust pollution prevention, and the phasing out of small and scattered boilers. According to him, it is urgent that we promote comprehensive straw utilization technologies while strengthening burning control through a combination of guidance and restriction. It is necessary to accelerate the sewage pipe network construction so as to ensure timely and complete sewage collection. It is important to integrate environmental requirements throughout the entire process of cultural and tourism project construction. It is important to address both pollution and river management in the Taipingxi River Basin. It is equally important to promote the phasing out of outdated production capacity in order to incentivize green transformation in enterprises and industries.

Li emphasized that ecological conservation was a major undertaking where "everyone contributes and everyone benefits." In this case, departments at all levels must assume their responsibilities in unity and solidarity. This means that we will prioritize key areas and critical tasks, adopt tough measures in response to hard challenges, and take concrete actions to safeguard clear skies, white clouds, and clean waters.
