    Xu presides over a scheduling meeting on handling public complaints and proposals transferred by the Central Discipline Inspection Team

    On the afternoon of June 9, Xu Zhongjian, secretary of Huaihua Municipal Party Committee, presided over a scheduling meeting at Huaihua Municipal Public Complaints and Proposals Administration on handling the letter-or-visit matters transferred by the Central Discipline Inspection Team. He emphasized the need to thoroughly study and implement general secretary Xi Jinping's important ideas on strengthening and improving the efficiency of handling of people's complaints and proposals, conscientiously implement the requirements of the Third Group of the Central Discipline Inspection Team and the deployment of Hunan Provincial Party Committee, resolutely shoulder the political responsibility of solving difficulties for the mass and sharing the Party's worries, by solidly handling well the complaints and proposals  of the masses transferred by the Central Discipline Inspection Team, and by sincerely meeting the reasonable and legitimate demands of the masses in accordance with laws and regulations. He Zunqing, deputy secretary of Huaihua Municipal Party Committee and secretary of Huaihua Municipal Political and Legal Affairs Commission, attended the meeting.

    Xu Zhongjian emphasized the need to take the initiative to receive the public’s complaint letters and proposals, deeply implement “visiting grassroots” system, regularly carry out “seeking and solving problems” activities, listen to the voices of the masses, and effectively solve their urgent, difficult, and anxious problems. Xu added that efforts should be made to deepen the legalization of handling complaints by letters and visits, conscientiously carry out special actions to address repeated complaints and visits, and adhere to solving public complaints in accordance with the law and regulations. Attention should also be paid to strengthen investigation and resolution of conflicts at the beginning, and solve issues at the early, low, and grassroots stages by digging deep into the root causes of problems and by drawing analogies and establishing regulations, so as to fundamentally prevent and reduce petition issues.

    Xu Zhongjian stressed the need to strictly implement the responsibility system for handling the masses’ complaints and proposals. Relevant municipal leaders should take the lead and responsibility to handle the issues transferred by the Central Discipline Inspection Team. The relevant municipal departments should conscientiously take responsibilities and effectively solve problems concerned. The Municipal Party Committee should cooperate with the Coordination Liaison Group of the Central Inspection Team and the Joint Office of Huaihua Municipal Public Complaints and Proposals Administration should strengthen overall coordination by focusing on delegation, supervision, coordination, and feedback, etc.. The Municipal Commission for Discipline Inspection and Supervision should strengthen its disciplinary and accountability efforts, and those who neglect their duties, fail to take responsibility, or even engage in fraud should be punished seriously in accordance with the law and discipline.

    Prior to the meeting, Xu Zhongjian received two groups of visitors in the Reception Room of the Municipal Public Complaints and Proposals Administration, carefully listening to their complaints and demands and working with relevant department leaders to find solutions on site, striving to safeguard their legitimate rights, interests and demands.
