On the morning of June 9, Xu Zhongjian, secretary of the CPC Huaihua Municipal Committee, presided over an expanded meeting of the Standing Committee of the Municipal Party Committee. The meeting conducted an in-depth study of General Secretary Xi Jinping’s important article titled Unswervingly Implement the Spirit of the Central Committee's Eight-Point Decision on Improving Conduct, and Lead Social Trends and Folk Customs with Fine Party Conduct, as well as his important speeches on education. It conveyed and studied the documents and notifications from the Party Central Committee and the Central Commission for Discipline Inspection Office regarding the specialized campaign to thoroughly implement the spirit of the Central Eight-point Regulations, including reports on two typical cases of Party members and cadres violating regulations on participating in banquets that may affect the impartial performance of public duties and seriously breaching the spirit of the Eight-point Regulations. The meeting discussed the city’s implementation opinions. The session also conveyed and studied the spirit of the speech of Provincial Party Secretary Shen Xiaoming during his inspection tour to Huaihua and at the symposium on the 15th Five-Year Plan for Rural Revitalization, followed by deliberations on the city’s corresponding implementation measures. Reports were heard on economic performance through the first half of the year, and campaigns such as crackdown on pornography, prostitution and gambling-related crimes, with related work plans arranged accordingly.
The meeting emphasized the need to deeply study and implement General Secretary Xi Jinping’s important expositions on strengthening the construction of the Party’s work style. Emphasis was placed on persistent, long-term efforts to fully enforce the Central Eight-point Regulations, consolidating Party unity and entrepreneurial vigor through excellent conduct. It called for rigorous and practical educational efforts to improve Party conduct and to enforce discipline, with connected rectification and anti-corruption measures. Concrete, resolute steps should be taken to transform disciplined demands into effective actions, ensuring regulations are strictly enforced. Violating regulations on participating in banquets must be firmly curbed, with strict, swift accountability measures applied according to rules and discipline; a “one case setting an example” approach should be adopted to address systemic issues and improve institutional mechanisms. Leading officials at all levels must lead by example and strictly uphold personal discipline and responsibility to ensure the effectiveness of the focused rectification campaign.
The meeting stressed the importance of conscientiously implementing the spirit of Provincial Party Secretary Shen Xiaoming’s speeches, reinforcing technological support, vigorously cultivating and expanding leading agricultural enterprises, tailoring employment support workshops to local conditions, improving mechanisms for connecting and benefiting rural households, and sparing no effort to broaden farmers’ income channels. Effective monitoring should be implemented to prevent a return to poverty, with targeted assistance measures to maintain the bottom line of preventing large-scale return to poverty. Rural planning and construction should be optimized, focusing on addressing shortcomings in rural education and healthcare, while advancing integrated urban-rural development. The capacity of Party organizations to connect with and serve the people must be strengthened, accompanied by robust rural talent development and improved rural governance.
The meeting reiterated the unwavering commitment to the annual economic development goals. It highlighted the need to strengthen monitoring and analysis of economic operations, reinforce problem-solving, and fully leverage potential, address weaknesses, and strengthen weak links. Efforts must strive for surpassing the mid-year targets, promoting qualitative and quantitative economic growth and sustain the upward development trend.
The meeting called for thoroughly studying and implementing Xi Jinping Thought on Culture, and for following the Central Committee’s and the provincial government’s decisions and requirements. The long-term mechanism for crackdown on pornography, prostitution and gambling-related crimes must be improved. Key areas should be subject to focused rectification to prevent and defuse ideological risks, creating a positive social and cultural environment.
