He emphasized that it is necessary to thoroughly study and implement the important instructions of General Secretary Xi Jinping on flood control and disaster relief work, conscientiously implement the deployment requirements of the CPC Hunan Provincial Committee and the provincial government of Hunan, resolutely fight and win the tough battle of flood control and disaster relief, and make every effort to ensure the safety of people's lives and property. According to the weather forecast of the meteorological department, from June 21 to 23, Huaihua City will usher in the strongest rainfall period, with heavy rains over a wide range and long duration, which is very likely to cause regional floods, urban waterlogging, mountain torrents and mudslides, landslides and other disasters.
Xu Zhongjian pointed out that all levels and departments of the city should attach great importance to it, strengthen the awareness of preventing major floods, fighting major risks and preparing for major disasters, resolutely overcome the negligence and fluke mentality, fully enter the combat state, strictly implement the "six hard measures" for flood prevention and disaster relief, get ready to strictly ensure the safety of people's lives and property.
Xu Zhongjian emphasized that we must do our utmost to comprehensively investigate and rectify safety hazards. We must review the disaster-causing hidden dangers that have been noticed, and screen the hidden dangers that may not have been registered and may have potential risks, so as to leave no dead ends or blind spots. In particular, we must keep a close eye on key points, and focus on the investigation of hidden dangers in areas such as risk points of geological disasters, risk areas of floods, households building houses by steep slopes, mountain development, mountains, slopes, ditches, cliffs, low-lying areas, mountainside points, points with harsh natural conditions, downstream of mountain ponds and reservoirs, construction sites, roads and railways, rivers, schools, hospitals, tourist attractions, and power facilities. New hidden dangers found in the investigation should be managed and checked in a list form. Those that can be rectified immediately should be rectified immediately, and for those that are difficult to rectify in a short time emergency measures should be implemented one by one to ensure safety during the flood season. We must ensure that emergency measures are in place. We must keep a close eye on the development and changes of rain, water, danger, and disaster conditions, conduct consultations and assessments in a timely manner, and fully implement the "6-3-1" early warning and response mechanism to ensure that early warning information reaches the masses as soon as possible and that rigid requirements of "four uniformities" are strictly implemented for risk avoidance and transfer. Once a disaster warning is received and a sign of danger appears, we should immediately and decisively deal with it quickly according to the plan and transfer as soon as possible, Xu noted. We should make adequate emergency preparations, and be prepared; in particular, emergency teams should be on standby at any time to ensure that they can be deployed, rushed to the front and win the battle against natural disaster at critical moments, Xu said.
Xu Zhongjian emphasized that the municipal leaders should command from the front and supervise the battle against natural disaster in the front line. All counties, county-level cities and districts and relevant municipal departments should strictly implement the 24-hour duty, information reporting and instructions-requesting systems to ensure that they arrive at the scene and deal with emergencies as soon as possible. Supervision and accountability should be strengthened, and those who fail to investigate hidden dangers, fail to transfer in time, fail to perform their duties, fail to follow orders, leave their posts without permission, and delay opportunities for serious consequences should be held accountable strictly, severely and quickly.
