On the morning of June 22, Xu Zhongjian, secretary of the CPC Huaihua Municipal Committee, conducted supervisory inspections of flood control and disaster relief efforts in Zhongfang County and Hongjiang City using the “Four No’s and Two Directs” approach (refers to a system of secret inspections and visits that involves no advance notice, no formalities, no reports, no accompaniments, a direct visit to the grassroots, and a direct entry to the scene). He emphasized the necessity to thoroughly study and implement General Secretary Xi Jinping’s important directives on flood control and disaster relief, execute the deployments of the Provincial Party Committee, Provincial Government, Municipal Party Committee, and Municipal Government, and maintain the readiness for imminent responses, strengthen accountability checks so as to win the tough battle against floods and to safeguard the lives and property of the people.

At the Tongmu Town of Zhongfang County, Xu Zhongjian checked on duty arrangements and gained detailed insights on areas prone to mountain torrents and geological disasters, the Party and government leadership’s village-level guidance and supervision, and the evacuation and relocation of residents at risk. He pointed out the need to reinforce duty shifts to ensure rapid and efficient emergency responses. Leaders at all levels must command, coordinate, and patrol on the frontlines. The strict implementation of the “Four Absolutely” requirements for evacuation and relocation must be enforced: those who should be relocated must be relocated, and relocations should be carried out swiftly. Additionally, the basic living needs of those evacuated must be properly guaranteed.

At the Shenchong Reservoir of Baomuxi Village, Jiangshi Town, Hongjiang City, Xu inspected duty arrangements, observed water levels, and obtained detailed information on the safety of dams and spillways. He stressed the strict enforcement of reservoir supervision measures during the flood season, especially that reservoir management personnel must be on duty and conduct patrols regularly to promptly prevent potential risks.

During the inspection, Xu Zhongjian emphasized that since the rainfall is expected, flood control and disaster relief work must not be negligent. All municipal departments must strengthen emergency response and management capabilities, conduct regular safety inspections and hazard checks, implement targeted safety prevention measures, and prevent secondary disasters to protect the safety of people’s lives and property.
