In order to ensure the smooth progress of the reconstruction and expansion of the urban sewage treatment plant in Huaihua Economic Development Zone and the construction of supporting pipe networks, and to ensure to minimize disruption to orderly public travel, the following traffic control measures are implemented based on Article 39 of the Road Traffic Safety Law of the People’s Republic of China and in accordance with actual urban traffic management needs and construction requirements. Road sections to be partially occupied for construction with two-way traffic maintained (using barricades to enclose the work areas):
The first section is Lugang Avenue: From the intersection of Lugang Avenue and Huancheng West Road to the intersection of Lugang Avenue and Tianxing West Road (south-to-north direction); the second section is Longquanhu Road: From the intersection of Longquanhu Road and Binjiang North Road to the intersection of Longquanhu Road and Lugang Avenue (east-to-west direction); and the third section is Shenlong Road: From the intersection of Shenlong Road and Binjiang North Road to the intersection of Shenlong Road and Deshan Road (south-to-north direction).
During the construction closure, vehicle passage is strictly prohibited within the work zones on these road sections.The relevant measures for traffic control are hereby announced as follows:
I. Road sections under construction and the duration of traffic control
The construction section (1): The section of Lugang Avenue from the intersection of Lugang Avenue and Huancheng West Road to the intersection of Lugang Avenue and Tianxing West Road in the south-north direction.
Control time: From 8:00 on June 14, 2025 to 24:00 on August 26, 2025.
The construction section (2): The section of Longquanhu Road from the intersection of Longquanhu Road and Binjiang North Road to the intersection of Longquanhu Road and Lugang Avenue in the east-west direction.
Control time: From 8:00 on June 14, 2025 to 24:00 on August 26, 2025.
The construction section (3): The section of Shenlong Road from the intersection of Shenlong Road and Binjiang North Road to the intersection of Shenlong Road and Deshan Road in the south-north direction.
Control time: From 8:00 on June 14, 2025 to 24:00 on July 6, 2025.
II. Traffic control measures and detour routes
1. Lane closure for construction from south to north on Lugang Avenue (from the intersection of Lugang Avenue and West Ring Road to the intersection of Lugang Avenue and Tianxing West Road). Vehicles passing through the construction section should slow down or detour via Huangjiashan Road and Zhengtong Road.
2. Lane closure for construction from east to west on Longquanhu Road (from the intersection of Longquanhu Road and North Binjiang Road to the intersection of Longquanhu Road and Lugang Avenue). Vehicles passing through the construction section should slow down or detour via North Binjiang Road and West Ring Road.
3. Lane closure for construction from south to north on Shenlong Road (from the intersection of Shenlong Road and North Binjiang Road to the intersection of Shenlong Road and Deshan Road). Vehicles passing through the construction section should slow down or detour via North Binjiang Road and Fengyuan East Road.
4. Parking is prohibited on all traffic control sections. Vehicles passing through the construction section should choose to detour in advance or follow the on-site traffic signs in the construction area, and consciously obey the commands of the traffic police and on-site management personnel.
