    Notice on Regulating Market Behaviors during the May Day Holiday

    To all business operators and related units in the city:

    As the May Day holiday approaches, to effectively maintain market prices, promote fair market competition during the holiday period, create an honest and harmonious consumer environment, and protect the legitimate rights and interests of business operators and consumers, the following reminders are hereby issued:

    1. All business operators must strictly implement Pricing Law of the People’s Republic of China, Anti-Unfair Competition Law of the People’s Republic of China, Interim Provisions for Regulating Promotional Activities, Regulations on Marking Prices and Prohibiting Price Fraud, and other relevant laws and regulations to strengthen pricing management and maintain a healthy market order.

    2. When selling goods or providing services, business operators must clearly mark prices in accordance with regulations, truthfully indicating relevant information such as product name, place of origin, specifications, grade, unit of measurement, service items and charging standards. No additional unmarked fees should be charged beyond the stated price. For goods or services sold online, prices must be clearly marked on the web page using text, images, or other means.

    3. Business operators must conduct promotional activities in compliance with the law. The use of deceptive or misleading language, text, images, units of measurement, false pricing, dual pricing, vague pricing, false discounts, fictitious original prices, or misleading price indications is strictly prohibited. If gifts are offered as part of off-price promotions, the name and quantity of gifts must be truthfully stated.

    4. Passenger transport companies, taxi companies, bus companies, and other transportation units must regulate pricing behaviors, strictly implement holiday toll policies, properly display ticket prices, and prohibit forced bundled sales of insurance. Unauthorized price increases above government-set prices, charging unlisted fees, or any misleading price indications are strictly forbidden. Business operators in highway rescue services, high-speed rail stations, bus terminals, and highway service areas must clearly display prices for goods and services, with levying irregular charges being strictly prohibited.

    5. Tourism-related businesses offering accommodation, catering, and parking services must strictly comply with pricing laws and regulations, and clearly mark prices and service charges. Failure to implement pricing discounts, exemptions, or commitments, not honoring agreed deductions, or price gouging is strictly prohibited.

    6. All business operators must consciously abide by relevant laws and regulations, establish and improve internal pricing management and correction mechanisms, and promptly and properly resolve pricing disputes. Industry associations or other organizations must not collude with business operators to raise prices or manipulate market prices and should actively guide lawful business operations to jointly maintain market price order.

    From the issuing date of the notice, all business operators should immediately conduct self-inspections and rectifications to further regulate pricing behavior. During the May Day holiday, market supervision departments will focus on strengthening price supervision in key areas such as essential livelihood goods, agricultural and sideline products, premium liquor, tourism services, and parking. Authorities will strictly investigate and punish price collusion, price gouging, price fraud, failing to clearly mark prices as required, and other violations of pricing laws, to maintain stable market prices and order. Consumers are encouraged to supervise market pricing behavior. If any illegal pricing behavior is discovered, please keep receipts, vouchers, or other evidence and call 12315 to file complaints or reports.
