On April 25th, the Department of Social Work of the CPC Huaihua Municipal Committee and the Huaihua Municipal Bureau of Civil Affairs jointly issued the “Notice on Clarifying the Business Competent Units, Industry Management Departments of City-wide Industry Associations and Chambers of Commerce and Their Management and Guidance Responsibilities”. It took the lead in successfully formulating a tiered and categorized regulatory system covering 120 city-wide industry associations and chambers of commerce in Hunan Province.

The promulgation of the “Notice” is an important measure to thoroughly implement the visions outlined at the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee of the Communist Party of China, fully implement the Party Central Committee’s decisions and arrangements on deepening reform and transformation development of industry associations and chambers of commerce, as well as the relevant work requirements of the Hunan Provincial Party Committee and Huaihua Municipal Party Committee, striving to solve the industry supervision problems of city-wide industry associations and chambers of commerce that are decoupled and directly registered

Through in-depth scientific evaluation and comprehensive analysis, the competent business authorities for 32 industry associations and chambers of commerce have been precisely identified, while 88 associations have had their industry regulatory departments delimited. In accordance with relevant official documents, the specific responsibilities of both competent business authorities and industry regulatory departments have been clearly defined, thereby laying a solid foundation for establishing a new governance framework characterized by clear division of responsibilities and efficient collaborative mechanisms in sectoral administration.

   The release of the “Notice” is a major breakthrough for Huaihua City in the division of management responsibilities in terms of city-wide industry associations and chambers of commerce. By clarifying management responsibilities, it further regulates the operation of industry associations and chambers of commerce, providing a strong guarantee for their sound and orderly development. This measure not only helps improve the efficiency of industry governance and optimizes the development environment of the industry, but also helps industry associations and chambers of commerce play a greater role in serving the industry, serving the society, and serving the public, injecting strong impetus from industry associations and chambers of commerce into the high-quality economic and social development of Huaihua.
