    Xupu optimizes digital government services to promote high-quality development of private enterprises

    Xupu County has been working to enhance digital government construction to optimize service efficiency, aiming to create a favorable business environment, accelerate the development of its private economy, and fully promote high-quality development of private enterprises. By the end of last year, the county had a total of 48,563 operating entities, a year-on-year increase of 9%, including 8,729 actual enterprises, an increase of 5%. Over 93% of the operating entities are private enterprises and individual businesses, indicating a strong momentum for development within the private sector.

    The county has employed digital tools to optimize and upgrade the “All-in-One-Go” services for enterprises. Through digital empowerment and technical support, it has been utilizing the provincial big data information platform to establish a credit risk assessment model for small and micro enterprises based on their revenue and expenditure data. This initiative aims to create a credit information platform that provides financing opportunities for small and micro businesses. By deepening service integration and enhancing digital empowerment, the county has expanded the scope of the “All-in-One-Go” services to cover business registration, talent introduction, tax payment, social security processing and bankruptcy applications, while providing project lifecycle services related to land planning, construction permit, and inspection for acceptance. This transformation has combined innovation with optimization to enhance efficiency in service delivery.

    Currently, the county has been leveraging the “All-in-One-Go” system promoted by the provincial market supervision bureau to simplify enterprise data reporting process, effectively reducing the burden on businesses. By consolidating multiple reports into one, the county enables real-time data sharing across departments while ensuring that basic information is collected once and utilized across multiple platforms, which significantly reduces repetitive data in annual reports. Businesses can conveniently fill in their data through the “All-in-One-Go” system of the provincial “One Network for All” service, with submissions automatically being integrated into the National Enterprise Credit Information Publicity System for legal disclosure, thereby bolstering the construction of a credit system for operating entities. The reduction of 62 annual reports has promoted the digital transformation of government services。

    By leveraging the provincial policy implementation service platform, Xupu has standardized policy fulfillment procedures and service guidelines to ensure a fully online process covering application, approval, publicity and completion is operational. So far, it has released 938 business-benefit policies (including policy interpretations) and 745 service guidelines, identifying 276 items for immediate implementation. It has implemented a whitelist system for enterprises, whereby relevant departments identify businesses that meet policy conditions. Currently, 11,664 whitelist enterprises have confirmed their eligibility for benefits on the provincial platform, facilitating the handling of 5,952 items related to preferential policy implementation.

    To further enhance service delivery, the county has established a dedicated area for enterprise support in the government service hall, identified 26 frequently used business services and formed specialized teams to provide one-on-one assistance. The county has also taken measures to communicate relevant preferential policies through publicity events and WeChat accounts, carry out follow-up services with the coordination of relevant departments to ensure the implementation of projects, and establish a consultation mechanism, which has provided consultation 56 times for enterprises regarding project approval. It has provided multiple agent services to over 10 key enterprises, accelerating project implementation. Furthermore, it has set up a long-term mechanism to ensure the service quality. Heads of various departments are required to go through relevant procedures to identify gaps and problems in providing services, aiming to improve service efficiency and enhance satisfaction among businesses and the public. By integrating services from various departments such as market supervision, taxation, human resources, and public security, Xupu has streamlined processes for business registration, seal engraving, tax payment, and payment of social security into a “one-stop” processing system, pushing for the full electronic transformation of business registration that reduces approval time to within one working day. By consolidating the various approval items dispersed across departments, the county has changed the multiple sign-off process into a “one-stop” process, earning widespread acclaim from businesses and the public alike.
