On April 2, the Seminar on the Cooperative Development of the Adjacent Areas of Hunan, Hubei, Chongqing and Guizhou was held in our city. This seminar brought together the research group from the National Development and Reform Commission, delegates from the development and reform commissions of Hunan, Hubei, Chongqing and Guizhou provinces (municipalities) and those from the development and reform commissions of relevant cities, prefectures, districts and counties. They jointly studied and explored new paths for the cooperative development of the adjacent areas. Huaihua Municipal Government leaders Li Weilin and Zou Xingwang engaged in the research and the discussion session.
According to the research group, these areas are connected by mountains and rivers, share close cultural bonds, and thus have a high degree of economic integration. Since the last century, they have actively carried out economic cooperation and complementary industrial development, and established effective cooperation mechanisms, therefore boasting a solid foundation and unique advantages. In particular, the implementation of the Strategy of the Rise of central China and a new round of the Large-Scale Development of the Western Region has opened up a whole new set of opportunities for expanding and deepening the cooperative development of these areas. Relying on the "Double Channels" and docking with the "Two Oceans" coupled with three years of efforts, these areas are about to establish working mechanisms such as the provincial and municipal rotating duty system and the consultation and negotiation system. They are also able to reach consensus and achieve results in ecological environment governance, industrial chain supplementation and construction, infrastructure layout, complementary market factors, integrated cultural and tourism development, and the sharing of policy supplies.
The meeting participants delivered exchange speeches based on the regional characteristics and industrial advantages. The Party Committee of Huaihua Municipal Government and the Huaihua Municipal Government put forward a framework for promoting the cooperative development of the adjacent areas and a blueprint for the future development as well.
Prior to the meeting, the participants also visited and conducted research on the Huaihua International Land Port, the smart cold chain logistics and other sites.
