On the afternoon of April 21st, Huaihua Municipal Party Committee and Municipal Government held a meeting to analyze the economic situation in the first quarter of 2025, evaluating the "Project Construction Year" activities and summarizing the 2024 annual assessment. Xu Zhongjian, secretary of Huaihua Municipal Party Committee, attended the meeting and delivered a speech. He emphasized the need to thoroughly study and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, the Central Economic Work Conference, and general secretary Xi Jinping's important speeches and instructions on Hunan work. He continued that we should conscientiously implement the deployment requirements of Hunan Provincial Party Committee and Hunan Provincial Government, strengthen confidence, seize development opportunities, maintain strategic determination, unswervingly promote high-quality development, and strive to achieve designed targets as scheduled. He Zunqing, deputy secretary of Huaihua Municipal Party Committee and secretary of Huaihua Municipal Political and Legal Affairs Commission, presided over the meeting, Li Wanwan, chairman of the Standing Committee of Huaihua Municipal People's Congress, and Niu Shunsheng, chairman of Huaihua Municipal Political Consultative Conference, attended the meeting too. Peng Xundan, member of the Standing Committee of Huaihua Municipal Party Committee and minister of the Organization Department of Huaihua Municipal Party Committee, announced the results of the city's 2024 annual assessment. Yin Peiguo, member of the Standing Committee of HuaihuaMunicipal Party Committee and Executive Vice Mayor, reported on the city's economic operation in the first quarter and the implementation of the "Project Construction Year" activity, and specifically arranged the "Double Half" work. Some other leaders from the municipal government such as Li Weilin, Yang Zhihua, Zou Xingwang, and Hu Chen also participate in the meeting.
It was pointed out in the meeting that in the first quarter, the city's economy continued to develop steadily and smoothly, with improved quality and efficiency. The industrial development trend was good, effective demand was tapped and released, market vitality continued to burst, and people's livelihood undertakings were effectively guaranteed, successfully achieving a "good and strong start". However, there are also some difficulties and challenges in development, with many shortcomings and weaknesses.
Xu Zhongjian emphasized the need to comprehensively and dialectically view the current economic situation, grasp the overall trend, strengthen confidence, and continuously consolidate the promising development momentum. So we must seize opportunities and seize the momentum to accelerate the transformation of policy opportunities into development momentum. We must closely focus on solving problems and overcoming difficulties, and make every effort to build key projects and make up for weak points.
Xu Zhongjian stressed the need to fully promote the "Project Construction Year" activity to achieve greater results. Project planning needs to be more precise, with in-depth research on policies and scientific planning of a number of major global, fundamental, and strategic engineering projects. Great efforts should be made to win more national and provincial financial support on projects’ construction, which needs to be further accelerated, and to comprehensively improve the projects’ commencement rate, completion rate, and production rate. Great efforts should also be made to attract more investments to construct projects on key industries, activities, and regions. In addition, we need further optimize our service to the projects’ construction, by proactively providing advanced services, actively relieving difficulties, strengthening element guarantees, and effectively reducing comprehensive operating costs.
Xu Zhongjian underlined that we should promote high-level and high-quality development of openness through scientific and precise assessments by comprehensively summarizing and reviewing what we have achieved and by overcoming our shortcomings, so as to truly achieve further progress. We should also actively promote the normalization of cadres' promotion or demotion to form a good situation where those who are capable are promoted, those who are excellent are rewarded, those who are mediocre are demoted, and those who are inferior are eliminated.
Xu Zhongjian underscored that we need to adhere to a good work style on entrepreneurship by thoroughly implementing the "four grassroots" system, regularly carrying out the activity of "investigating problems, finding solutions, thinking about countermeasures, and promoting construction", so as to better transform research results into practical measures to promote development. We should also jointly promote the improvement of quality and efficiency of various work, and strive for excellence by better coordinating development and security, effectively preventing and resolving risks in various fields, and firmly guarding the bottom line of security. Last but not least, we should implement the special action of “mutual supervision” to promote reform through case studies by strengthening inspection and supervision, and by continuously tracking and inquiring about effectiveness so as to continuously repair and improve the political ecology.
