On the afternoon of January 10th, 2025, Xu Zhongjian, secretary of Huaihua Municipal Party Committee, presided over the key project scheduling meeting of the 5th Hunan Tourism Development Conference. He emphasized the need to thoroughly implement the spirit of the Central Economic Work Conference, conscientiously implement the decisions and arrangements of Hunan Provincial Party Committee and Provincial Government, as well as the work requirements of Huaihua Municipal Party Committee and Municipal Government, strengthen confidence, seize opportunities, take the preparation of the 5th Hunan Tourism Development Conference as the “number one project” of the city this year, anchor the goal of “holding the conference to revitalize the city”, and make every effort to win the tough battle of key project construction. Niu Shunsheng, chairman of the Municipal Political Consultative Conference, attended the meeting.
Before the meeting, Xu went to the site to inspect and understand the planning and construction progress of key cultural and tourism projects such as the “Two Museums and One Courtyard” (library, museum, and grand theater), the upstream line of the Wushui Corridor, the Qu Yuan Cultural Park on Tianwen Island, the Yushu Bay Cultural and Tourism Commercial Complex, the International Land Port ASEAN Collection, and the Intangible Cultural Heritage Experience Zone. At the meeting, the progress of key projects at the 5th Hunan Tourism Development Conference was reported, further clarifying the arrangements and requirements for municipal leaders to contact key projects.

While fully affirming the previous work, we should also face the problems and target them, pointed out Xu. For projects that have not yet started construction, it is necessary to identify the reasons, create conditions, overcome difficulties, and strive to start construction as soon as possible. For ongoing projects, especially those with relatively delayed progress, high-frequency scheduling, strengthened coordination, and point-to-point supervision should be carried out to ensure timely completion, proactively report and seek support. It requires to seize the significant opportunity presented by the national and provincial governments to introduce a package of incremental policies, actively report and strive for them, and make every effort to obtain funding, projects, and policy support. Market operation and pre-operation are necessary. It needs to solidly promote the “Project Construction Year” activity, continue to carry out the “Knock on the Door Action”, make every effort to attract top enterprises and strategic investors, and ensure that the project can be profitable and sustainable after completion and operation.
The municipal leaders in charge of key projects should rely on forward command, strengthen dispatch, and provide comprehensive and whole process organizational coordination services to effectively solve problems and overcome challenges, Xu emphasized. The Office of the Municipal Executive Committee, the Project Promotion and Fundraising Team should ensure overall coordination and timely supervision of work progress. Relevant departments directly under the city and various counties and districts should strengthen their awareness of the overall situation, enhance collaborative efforts, and promote the development of tourism in Huaihua City to achieve new breakthroughs and reach new heights.
