On January 6, 2025, the 9th Plenary Session of the 6th Huaihua Municipal Committee of the CPC and the Economic Work Conference of Huaihua Municipal Committee were held. The plenary session thoroughly studied and implemented the spirit of the 20th National Congress of the Communist Party of China (CPC), the 2nd and 3rd Plenary Sessions of the 20th Central Committee, and the Central Economic Work Conference, thoroughly implemented the important speeches and instructions of General Secretary Xi Jinping on Hunan's work, conscientiously implemented the deployment requirements of the 8th Plenary Session of the 12th Hunan Provincial Party Committee and the Economic Work Conference of Hunan Provincial Committee, summarized the work in 2024, especially the economic work of the year, deployed the economic work of Huaihua city in 2025 to better motivate and mobilize the whole city to achieve “Three Highlands and Four Innovations” blueprint and “Five New Missions and Four Orientations” strategy, fully promote high-level opening up and high-quality development, and ultimately contribute Huaihua's strength to writing a chapter of modernization in Hunan with Chinese style.

The conference was presided over by a member of the Standing Committee of Huaihua Municipal Party Committee, and Xu Zhongjian, secretary of Huaihua Municipal Party Committee, was entrusted by the Standing Committee of Huaihua Municipal Party Committee to give a work report. Xu also gave a speech on implementing the spirit of the Central Economic Work Conference, conscientiously implementing the deployment requirements of the Eighth Plenary Session of the 12th Hunan Provincial Party Committee and Hunan Provincial Economic Work Conference, and doing a good job in the economic work of the whole city in 2025. In his speech, Xu comprehensively and objectively analyzed the economic situation of the whole city of Huaihua in 2024, pointing out that the municipal party committee has united and led the whole city to adhere to the fundamental orientation of high-quality development, effectively responded to the adverse effects of economic downward pressure and severe rainstorm and flood, and the economic operation has shown a trend of "making progress while maintaining stability and improving quality and efficiency". At the same time, we must also be aware of the prominent difficulties and problems facing economic development. All levels and departments in the city should consciously use the scientific judgment of the Party Central Committee on the economic situation and the decision-making and deployment of economic work to unify our thinking, will, and actions, conscientiously implement the requirements of the provincial and municipal party committees, and resolutely promote high-quality economic development.

In addition, we should expand domestic demand comprehensively and promote the integrated development of technological innovation and industrial innovation by focusing on stabilizing the real estate market, stabilizing expectations, stimulating vitality, promoting sustained economic recovery and improvement, continuously improving people's living standards, maintaining social harmony and stability, and completing the goals and tasks of the 14th Five Year Plan with high quality, so as to lay a solid foundation for achieving a good start to the 15th Five Year Plan.
Xu underlined that we must always adhere to the basic principle of "seeking progress while maintaining stability, promoting stability through progress, upholding integrity and innovation, establishing before breaking through, integrating systems, and coordinating with each other". Xu underscored that we need to focus on the key tasks of this year's economic work. We will spare no effort to expand domestic demand in all aspects, make good use of policies to promote consumption, vigorously expand investment in projects, carry out the "Project Construction Year" activity in depth, and comprehensively promote the construction of key projects. We will resolutely expand high-level opening-up to the outside world, make every effort to build a first-class international land port, continue to deepen regional opening-up and cooperation, and accelerate the creation of a first-class business environment. We should adapt measures to local conditions, accelerate the construction of a modern industrial system, expand and strengthen characteristic advantageous industries, make every effort to attract investment in the industrial chain, and effectively accelerate the development of the cultural and tourism industry. We will coordinate the promotion of urban-rural integration and regional coordinated development, deepen the integrated development of Hecheng District and Zhongfang County, focus on promoting the construction of county towns and county-level key cities, and comprehensively promote rural revitalization. In the specific arrangement of this year's economic work, Xu pointed that we should focus on expanding domestic demand and improving efficiency, strive to break through, promote consumption to boost and release demand, improve investment efficiency to expand demand, implement major strategies to stimulate demand, and comprehensively boost domestic demand. We need to focus on cultivating new industries and striving for breakthroughs, promote the development of industrial chain clusters, attract industrial projects, improve the quality and efficiency of industrial parks, and continuously strengthen the "5+10" modern industrial system. We should focus on technological innovation to empower breakthroughs, carry out high-level technological breakthroughs, empower high-quality industrial development, stimulate new vitality of science and technology innovation entities, and enhance the level of integrated development of science and technology and industry. We must focus on the key points of reform and opening up, strive for breakthroughs, break through problems in promoting the implementation of landmark reforms, break through barriers in building a strong high-level open platform, and break through barriers in achieving efficient transformation, fully unleashing the leading force of reform and the driving force of opening up. We need to focus on environmental optimization and strive for breakthroughs, promote service quality improvement, strengthen cost reduction and efficiency improvement, standardize enterprise law enforcement, respect entrepreneurs, accelerate the construction of "low-cost Huaihua", and enhance development "support" with environmental "attractiveness". We must focus on strengthening the foundation of safety and strive to break through, improve the level of intrinsic safety, enhance the effectiveness of risk disposal, improve our ability to respond to disasters, continuously consolidate the foundation of safety and stability, and ensure high-quality development with measures for long-term stability. We need to focus on improving the quality of people's livelihoods, strive for breakthroughs, stabilize employment for key groups, secure the bottom line of people's livelihood security, tackle ecological problems, and strive to make the people feel more fulfilled and their happiness more sustainable.
Xu emphasized the need to have firm confidence and determination, in accordance with the decisions and arrangements of the Party Central Committee and the work requirements of Hunan Provincial and Huaihua Municipal Committees, to concentrate on doing a good job in this year's work, and to promote new and greater achievements in high-level opening up and high-quality development. We should be good at leveraging opportunities, diligent in leveraging resources, seize the "two new" and "two double" policies and a package of incremental policies introduced by the national and provincial governments, find the breakthrough and entry points of our work, actively strengthen reporting and coordination, strive for multi-party support, integrate resources and resources, skillfully borrow from other mountains and stones, and form a development "chorus". Xu added that the key is to plan the situation and focus on the matter, so we must firmly follow the direction guided by the General Secretary, closely follow the decisions and arrangements of the Party Central Committee and the work requirements of Hunan Provincial Party Committee, plan from a global perspective, proactively plan ahead, and plan based on reality, so that our work measures are more in line with the actual situation, objective laws, and scientific spirit. Xu accentuated that a comprehensive inventory should be conducted to strive for the best results. We need to plan our work scientifically, move forward with work and progress, and strive to achieve a good start to the first quarter of the new year. At the same time, we must put the plan for the 15th Five Year Plan on the agenda and prepare it with high standards. We need to do a good job in holiday protection, strengthen the supply and stable prices of important livelihood commodities, energy, etc., organize rescue and assistance activities, visit and comfort activities, comprehensively investigate and rectify risks and hidden dangers, solidly prevent and respond to natural disasters such as cold, rainy, snowy and freezing weather, so as to ensure that the people have a happy and safe holiday.
