On the evening of January 13, 2025, Huaihua delegation attending the Third Session of the 14th People's Congress of Hunan Province held its second plenary session in Changsha. Xu Zhongjian, head of the delegation, presided over the meeting. Li Wanqian, deputy head of the delegation, attended the meeting with several dozen other representatives.

The meeting discussed “Methods for By-election of the Third Session of the 14th People's Congress of Hunan Province (Draft)”, elected scrutineers, and discussed and approved the proposal proposed by Huaihua delegation to the third session of the 4th People's Congress of Hunan Province on behalf of the delegation.
