On the morning of November 6, Huaihua held the Municipal Mobilization and Deployment Meeting for the Special Rectification Battle Against Prominent Issues in the field of Public Resources Trading. Xu Zhongjian, secretary of the CPC Huaihua Municipal Committee, attended and delivered a speech. In his words, it is necessary to thoroughly study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and General Secretary Xi Jinping's important expositions on the construction of Party conduct and the fight against corruption. It is necessary to earnestly implement the spirit of the Seventh Plenary Session of the 12th CPC Hunan Provincial Party Committee and the speech made during his inspection in Huaihua by Shen Xiaoming, secretary of the CPC Hunan Provincial Party Committee. It is equally important to keep a close eye on prominent issues and thus win tough battles by adhering to reform and innovation, improving systems and mechanisms, as well as creating a transparent trading environment for public resources, so as to better promote high-level opening-up and high-quality development in the city. Those who were in attendance included municipal leaders such as Li Weilin, Yang Zhihua, Yin Peiguo, Hu Chen, Yang Zhihong, Hu Heping and Fu Haibin.
Public resource trading has always been a key field for preventing and fighting against corruption according to Xu. General Secretary Xi Jinping has, on many occasions, made important instructions on further promoting the anti-corruption battle and resolutely eradicating the soil for breeding corruption. The Third Plenary Session of the 20th CPC Central Committee and the Seventh Plenary Session of the 12th CPC Hunan Provincial Committee have both made specific arrangements for deepening the reform of the institutional mechanisms in the field of public resource trading. In this case, departments of all levels in the city will effectively unify their thoughts and actions in line with decision-making arrangements of the Party Central Committee and the work requirements of the provincial Party committee and the provincial government. With more resolute determination and more effective measures, they will also promote the special rectification of these salient issues in this field with the purpose of achieving actual results, and contributing to the construction of a unified national market as well, thus safeguarding social fairness and justice, and curbing corruption in an effective manner.
It makes substantial difference to improve the efficiency and effectiveness of public resource trading by highlighting goal orientation, centering on the creation of a transparent environment, sticking to tenets of fairness, precision, and timeliness, reducing the risk of abusing discretionary power, and standardizing the process. This means that it is necessary to focus on prominent issues, and align in-depth self-inspection and self-correction with a rigorous time-frame. It is necessary to take scrupulous efforts to address problems that have been spotted with a zero-tolerant attitude. It is necessary to comprehensively optimize management, improve the platform system, strictly manage bidding and innovate working models while removing human intervention. It is necessary to strengthen institutional integration, trading methods and management systems, perfect supervision mechanisms, and tighten the institutional “cage” in order to sever the links of corruption. It is necessary to create a trading environment featuring high-quality, fairness, and transparency by adhering to high-level promotion as well as strengthening organizational leadership, discipline enforcement and accountability, and publicity and guidance to gather strong joint efforts for comprehensive management.
Before the meeting, Xu came to the city's public resources trading center. He inspected the service hall, the bid opening area, the bid evaluation area, the supervision room, the digital witnessing room, and the real-time monitoring and early warning system. He also learned about the relevant work on public resources trading platform services and process management.
