On the afternoon of October 14th, Xu Zhongjian, secretary of Huaihua Municipal Party Committee, presided over a meeting on improving the quality of basic education of the city. Xu emphasized the need to thoroughly study and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, the spirit of general secretary Xi Jinping’s important statements on education, especially that of Xi’s important speeches at the National Education Conference, conscientiously implement the deployment requirements of the Seventh Plenary Session of the 12th Hunan Provincial Party Committee and the Eighth Plenary Session of the 6th Huaihua Municipal Party Committee, continue to deepen the comprehensive reform of basic education of Huaihua city, and make every effort to improve the quality of basic education teaching of the city, so that the achievements of educational development can benefit the people of the whole city more and fairly. He Zunqing, vice secretary of the Municipal Party Committee and Secretary of the Municipal Political and Legal Affairs Commission, and other municipal leaders such as Yang Zhihua and Hu Chen attended the meeting.
After listening to the report on the work of basic education of the city and the speeches of school leaders and teacher representatives, Xu pointed out that since the beginning of this year, with the joint efforts of all levels and departments in the city, especially of the education front, Huaihua city has formulated and issued a three-year action plan to improve the quality of basic education and teaching through a series of measures such as conducting open and fair students enrollment, running schools in groups, promoting integrated educational development between Hecheng district and Zhongfang county, and wining assistance of the model schools from Changsha’s, etc. However, we should be aware that there are still some problems and shortcomings in our basic education, so we must scientifically grasp the development situation of basic education from the perspective of reform, population trends, and development trends, implement precise policies, fill in the gaps, place basic education in a more prominent position, and ensure that the achievements of education development would benefit the people of the whole city.
Xu stressed the need to highlight the key points of basic education, implement the fundamental task of cultivating morality and talents, carefully organize and carry out the “My Anjiang Tour” ideological and political education practice activities, and promote the comprehensive development of students’ morality, intelligence, physical fitness, aesthetics, and labor skills. We should accelerate high-quality and balanced education development, promote high-quality and balanced development of compulsory education and urban-rural integration, and gradually narrow the education gap between urban and rural areas, regions, schools, and groups. For high school education, efforts should be made to create distinctive educational brands and strive to improve college entrance examination scores by strengthening the construction of the teaching staff, implementing the "1358" excellent teacher training program to cultivate and train a high-level teaching staff for the new era, and focusing on building a high-quality and professional education management cadre team. In addition, we should optimize the educational facilities and environment, continuously promote the construction of key basic education projects such as the Xuteli Project, and strive to build a safe campus. We must continue to deepen the comprehensive reform of basic education, focus on the difficulties and bottlenecks in the field of basic education in our city, and solve problems, solve new problems, and create new prospects through reforms.
Xu underscored that we should comprehensively strengthen the guarantee of basic education. All levels of party committees and governments in the city should make every effort to ensure the priority development of basic education. Education departments should encourage teachers to devote themselves wholeheartedly to the education cause. Discipline inspection and supervision departments should increase their efforts to rectify unhealthy practices and corruption in the field of basic education. Key schools in basic education should shoulder their responsibilities and build first-class benchmarks. All sectors of society should create favorable conditions and atmosphere for the high-quality development of basic education in Huaihua.
