On the morning of October 19, Xu Zhongjian, secretary of the CPC Huaihua Municipal Committee, presided over the 2nd session of the Huaihua Municipality Executive Committee of the 5th Hunan Tourism Development Conference. He emphasized the need to thoroughly study and deliver on the visions made at the 3rd plenary session of the 20th Central Committee of the Communist Party of China and General Secretary Xi Jinping’s important expositions on tourism development, fully implement the arrangements and requirements made at the 7th plenary session of the 12th CPC Central Committee and the 8th plenary session of the 6th CPC Central Committee. With project construction an important starting point for preparatory work, we are to leverage the talents and financial resources of the whole city and step up efforts to take various measures to further make various preparations. After listening to the report on the relevant preparations by the Municipal Executive Committee Office and various working groups and determining relevant specific matters, Xu Zhongjian pointed out that it is of necessity to carefully summarize the experience of hosting the Global Forum for Hunan Business Entrepreneurs, boost confidence and determination, strengthen responsibility, and highlight the priorities, offering to make every effort to overcome difficulties and take the initiative in the preparations.
Xu Zhongjian emphasized that we are to make targeted efforts in project construction, implement the municipal leadership responsibility system, carry out the mechanism of “One Leading Group just for One Project with full Responsibility to the End”, and strengthen the overall scheduling and supervision and management of project construction, ensuring the timing progress, project quality, workplace safety, ecological and environmental preservation, and financial efficiency. We must continue to make efforts in attracting investments. On the one hand, we must conscientiously do a good job in the preliminary work of the project, proactively report to our superiors on our work, and do the connections relevant to the work in an accurate and effective way, working to procure more financial support for the project; on the other hand, we must adhere to market-oriented operations and pre-operative preparations, and accurately attract leading enterprises and strategic investors to participate in the planning, construction and operation management of key cultural and tourism projects to ensure profitable and sustainable development. It is of necessity to make concerted efforts in event planning to highlight Huaihua characteristics and endeavor to make the theme salient and the form distinctive, hoping to produce widespread influence. Great efforts are to be made in marketing and publicity and in building a cultural tourism brand, forming a cultural tourism IP with Huaihua recognition. Importance is to be attached to promote marketing and to hold a cultural tourism activity of “One Theme for One Month”, aiming to encourage Huaihua cultural tourism to create new achievements.
Xu Zhongjian emphasized that we must assume our responsibilities and pull our efforts together. Municipal leaders should take the lead in setting an example in going to grass-roots communities and solve timely the problems encountered in the preparations. The Municipal Executive Committee and its office must give full play to the spirit of excellence and responsibility to the end, list the task and specify it, and then take effective measures to carry out it, seeing that the task can be accomplished fully and effectively. A team leader responsibility system must be carried out in each working group, and the leaders in each county or city must take the initiative to supervise the work directly, forming a work pattern in which each performs its own duties, assumes its own responsibilities, cooperates closely, and connects each other efficiently.
