Attendees of the meeting studied and implemented the spirit of the Third Plenary Session of the 20th CPC Central Committee and the Seventh Plenary Session of the 12th CPC Hunan Provincial Committee, and listened to the reports on the special research results of furthering comprehensive reform in our city and on drafting documents of the plenary session of the CPC Municipal Party Committee. He Zunqing, deputy secretary of the CPC Municipal Party Committee and secretary of the Political and Legal Affairs Committee of the CPC Municipal Party Committee attended the meeting.

The meeting pointed out that since the deployment and implementation of the special reform investigation by the municipal Party committee, municipal officials in charge have led relevant units to set up special work teams, conduct in-depth investigations and studies, widely solicit opinions, and carry out special demonstrations, thus producing a number of high-quality and valuable research results. In the next step, relevant departments should take concrete measures to deepen comprehensive reform in an accurate, and scientific manner across the city, adhere to high-quality development through reform empowerment, and deeply understand the decisive significance of "two establishments" in order to achieve "two safeguards". They should combine problem orientation with goal orientation, focus on both the present goals and long-term objectives, and make breakthroughs in key areas while considering the overall situation, do everything within their power to grapple with current key fields and key reform matters in the pursuit of making new progress and breakthroughs, and consolidate endeavors in forward-looking research and systematic planning to promote positive interactions and working synergy among various reforms. Relevant departments should also solidly promote the transformation and application of research convertibles, incorporate them into the documents of the plenary session of the municipal Party committee as well as into the "15th Five-Year Plan", and apply them into key reform areas so as to conduct reforms in various fields in a more effective fashion.

Municipal officials Li Weilin, Yin Peiguo, Zou Xingwang, Hu Chen, Pan Dong, Han Xiaobo, Yang Zhihong, Yu Jjianyong, Du Dengfeng and Fu Haibin were also in attendance.
