On October 12, the eighth plenary session of the Sixth Committee of the Communist Party of China in Huaihua Municipality was held, in which the spirit of the third plenary session of the 20th CPC Central Committee was thoroughly studied and implemented, the decisions or requirements made at the seventh plenary session of the 12th CPC Central Committee were fully implemented, and the comprehensive deepening of reform in Huaihua Municipality was further studied and planned.
The plenary session was presided over by the Standing Committee of the Huaihua Municipal Party Committee. It was pointed out at the plenary session that, at a new historical starting point, the third plenary session of the 20th Central Committee of the Communist Party of China plans to further the full deepening of reform in a scientific way. It opened a practical sequel to comprehensively deepen reform since the third plenary session of the 18th Central Committee of the Communist Party of China and launched a new era to bolster Chinese path to modernization in the new times as well as in the new journey, which is of extremely important milestone significance in the history of CPC and China. Studying, publicizing and implementing the visions made at the third plenary session of the 20th Central Committee of the Communist Party of China is a major political task for Huaihua Municipality. The “Resolution” made at the plenary session of Huaihua Municipal Party Committee made comprehensive arrangements for implementing the visions made at the third plenary session of the 20th Central Committee of the Communist Party of China, formulated a task document and construction drawings for Huaihua to further comprehensively deepen reform, and clarified the first batch of key items for reform, which has greatly consolidated the consensus on reform and boosted confidence in reform. The Party members and cadres in Huaihua Municipality are to be executors, actionists, and doers in further comprehensively deepening reform, and make sure that efforts can be made to take all measures to fully implement various tasks of reform.
It was emphasized at the plenary session that the ideological understanding needs to be unified, and we must persist in promoting reform from a political perspective, a strategic overall situation, and a problem, so as to further comprehensively deepen reform to solve tricky problems, address new problems, and open up new situations, ensuring that the Party Central Committee’s decisions, plans and deployment on further comprehensively deepening reforms and working requirements by Hunan provincial Party committee are implemented to the letter in Huaihua. It is of necessity to grasp the key priorities to further comprehensively deepen reform, empowering high-level, open and high-quality development.
We must have a full understanding of the inherent requirements for further comprehensively deepening reforms, align the political direction all the time, and commit ourselves to implementing the requirements to the letter; stand four-square in people’s stance, identify the focus and breakthrough of reform from the urgent, difficult and anxious issues of the public, and launch a number of measures for reform catering to people’s livelihood and what people want; we unswervingly adhere to the principle of seeking truth from facts, combine the study and implementation of the visions made at the third plenary session of the 20th Central Committee of the Communist Party of China with the implementation of General Secretary Xi Jinping’s important speeches and instructions on the work of Hunan, combine them with the practical work of the unit, department and region, and deeply integrate them into various tasks, ensuring that reform is more in line with development needs, grassroots’ expectations, and reality of Huaihua. We must stand firm in the concepts of the rule of law, effectively promote the unity and connection of further comprehensive deepening of reforms with comprehensive governance of Huaihua Municipality according to law, and ensure that major reforms are based on the law. We are to accurately grasp the scientific methods to further comprehensively deepen reform, focus on system integration, boost forward-looking thinking, overall planning, strategic layout, and overall advancement of reform, and enhance the systematicness, integrity and synergy of reforms; We will make reform more problem-oriented. We will use reform to address bottlenecks that impede high-level opening up and high-quality development, hot issues that affect social equity and justice, tricky issues in people’s livelihood, salient problems in Party building, and risks in various fields, making reform more targeted and effective.We are to make a bold exploration and innovation, dare to break through the shackles of ideological concepts, break through barriers to interests, break down obstacles to systems and mechanisms, and improve creativity in implementing reform. We will accurately grasp the key tasks of further comprehensively deepening reform, bolster the system and mechanism for advancing high-quality economic development, stay committed to the concept of reform guided by new development philosophy, continue to deepen supply-side structural reforms, improve incentive and restraint mechanisms for promoting high-quality economic development, and accelerate the shaping of new development momentum and new advantages. Great efforts are to be made to improve the high-level internal and external opening system and mechanism, and we are to leverage reform to expand opening up and deeply implement a wider scope, wider fields, and deeper level of internal and external opening up, helping Hunan Province to create a highland for reform and opening up in inland areas. Great efforts are to be made to improve the institutional mechanisms for promoting urban-rural integration and coordinated regional development, to adhere to the natural combination of promoting new urbanization and comprehensive rural revitalization, to accelerate the construction of a regional economic pattern with complementary advantages and high-quality development, and take solid steps to move forwards with common prosperity. Coordinated measures are to be taken to advance reform in other key areas, and we are to actively explore more reform methods or paths with Huaihua characteristics, contributing more replicable and effective Huaihua experience to the further comprehensive deepening of reform in Hunan Province. Efforts are to be made to enhance the Party’s leadership and implement reform with the spirit of nailing. Party committees (Party groups) at all levels in Huaihua Municipality must shoulder the main responsibilities, and the leaders in Party Committees and governments at all levels must take the lead in improving their ability and style to carry out the reform, seeing that effective results can be made in the reform.
It is emphasized at the plenary session that an analysis must be made of the economic operations, and we are to go to great lengths to complete the annual goals and tasks, and plan the economic work for next year in advance. It is of necessity to coordinate development and security, effectively prevent and defuse potential risks in various fields, and firmly maintain the bottom line of curbing systemic risks. We will see that the 15th Five-Year Plan of Huaihua is to be made in advance and efforts are to be made to strive for more projects to be included in the national and provincial “15th Five-Year Plan”. We must do a good job in all aspects of Party management and governance and continue to create a clean and upright political ecology.The plenary session called on Party organizations at all levels, Party members, cadres and the people in Huaihua to unite more closely around the Party Central Committee with Comrade Xi Jinping as the core, hold high the banner of reform and opening up, work together, and forge ahead to increase vitality to further deepen reform across the board; and no pains must be spared to deliver on the strategy of Five New Missions and Four Orientations, hoping to make a greater new contribution to realizing the beautiful blueprint of “Three Hubs and Four New Missions” and working to write a chapter of China modernization of Hunan.
The plenary session reviewed and approved the “Resolution of CPC Huaihua Municipal Committee on Deeply Studying and Implementing the Visions Made at the Third Plenary Session of the 20th Central Committee of the Communist Party of China, on Further Comprehensively Deepening Reforms and on Contributing Huaihua Experience to Striving to Write a Chapter of Chinese-style Modernization in Hunan” and the “Resolution of the Eighth Plenary Session of the Sixth Committee of CPC Huaihua Municipality”, and the result of “One Report and Two Reviews” made by Huaihua Municipal Party Committee on the selection and appointment of cadres was reported in 2023.
In accordance with the provisions of the Constitution of the Communist Party of China, it is decided at the plenary session that Comrades Zhang Juan, Yi Zhonghua, Luo Yihang, Tang Cheng, Zheng Mingming and Zang Zuoshang were replaced as members of the Sixth Huaihua Municipal Party Committee.
