    On the afternoon of July 2, Xu Zhongjian, secretary of the Municipal Party Committee, inspected disaster relief work in Xupu County. He emphasized the need to thoroughly implement General Secretary Xi Jinping's important instructions on flood prevention and disaster relief, and to conscientiously follow the directives of the Provincial Party Committee and Provincial Government, especially the spirit of the flood control dispatch meeting held on the morning of July 2. Xu stressed the importance of preventing secondary disasters that could cause casualties, effectively carrying out post-disaster recovery and reconstruction work, and orderly restoring normal production and living conditions.

    Since June 23, Xupu County has experienced continuous rainfall. Particularly on July 1, heavy downpours led to overtopping of dikes and urban flooding in some areas of the county, with widespread damage reported in towns and villages.

    Along Changxing Road and the flood control dike in Xupu County, Xu Zhongjian inspected the damage caused by the disaster and assessed the post-disaster recovery situation. He called for the rapid mobilization of resources to carry out street cleaning, debris removal, environmental disinfection, and health and epidemic prevention efforts, in order to quickly restore normal production and living conditions.

    At the Xupu County Emergency Command Center, Xu Zhongjian listened to reports on the situation and commended the county's efforts in flood prevention and disaster relief. He emphasized that the recent round of rainfall has been prolonged, widespread, and locally intense, leading to fully saturated soil layers in mountainous areas and a high risk of secondary disasters. It is crucial to pay close attention to the potential secondary disasters that may arise from the continuous heavy rainfall, to effectively eliminate hidden dangers, and to be well-prepared for emergency response. In particular, strict adherence to the timelines for risk avoidance and return is essential to prevent casualties from secondary geological disasters. Xu also stressed the need for a comprehensive inspection of ponds and reservoirs, especially those that are damaged or at risk, and to ensure strict monitoring and protection. Under the premise of ensuring safety, scientific measures should be taken to manage water storage and conservation after the flood. He called for local Party organizations to play an important role as fighting fortresses and for Party members to set an example, ensuring proper resettlement and assistance for affected residents, and organizing the community to engage in self-help production and post-disaster reconstruction in an orderly manner. Relevant units must fully utilize their functions to expedite the repair and restoration of infrastructure in the affected areas, including water supply, electricity, communications, and roads.
