On the evening of July 1, Xu Zhongjian, secretary of the Huaihua Municipal Party Committee, supervised and inspected the flood relief in the main urban areas of Hecheng District, Huaihua City. Xu conveyed greetings to the staff fighting on the front line of flood prevention and visited and comforted the affected citizens. He emphasized the need to thoroughly implement general secretary Xi Jinping’s important instructions on flood prevention and disaster relief work, conscientiously implement the deployment requirements of Hunan Provincial Party Committee and Government, properly resettle the affected people, and restore normal production and life order as soon as possible.
In the afternoon of July 1, an extremely heavy torrential rain flooded some parts of the urban areas of Hecheng District, water-logging more than 100 stores in the underground shopping mall on Renmin Road. Officials from relevant streets and communities immediately evacuated about 3000 merchants and citizens to safe places. After the heavy rain, Xu came to the mall and talked to merchants who were cleaning and making an inventory of their shops. He inquired about the damage caused by the flood, encouraged them to overcome difficulties and asked the carders from related departments, districts and streets to organize people to repair the damaged facilities, clean up the muddy environment and prevent epidemic disease, so as to resume normal operation of the market as soon as possible.
On June 29, a flood peak of Wushui River and an extremely heavy rainstorm caused waterlogging in the northwest gate area of Jiahui Logistics Park in Yingkou Township. 530 people from 105 households were affected, and 163 people from 34 households were transferred to safety places. Xu inspected the waterlogging on the roads, temporary traffic control, and carders on duty on site. Xu stressed the need to properly resettle the affected people and offer them basic living necessities. Xu added the temporary traffic control in the affected areas should be strengthened and pedestrians and vehicles should be strictly prevented from running on the roads full of water, and efforts should be made quickly to carry out drainage, dredging, and cleaning, and to restore normal production and living order for the masses.
During the supervision and inspection, Xu pointed out that due to the combined impact of the flood peak of Wushui River and the extremely heavy downpour, some key areas of Hecheng District suffered from severe waterlogging, so great attention should be paid to strengthen inspections about traffic and public security in the affected areas, predict risk hazards and have preventive measures, and timely evacuate the affected people to avoid casualties.
