He emphasized that, after a thorough study and implement of the spirit from the Third Plenary Session of the 20th CPC Central Committee and Xi Jinping's important exposition on social work, we should follow the Party's mass line in the new era and promote high-quality development of social work with strong sense of political responsibility and faithfulness. Xu pointed out that establishing the social work department is a significant measure taken by the Party Central Committee with Comrade Xi Jinping at its core to uphold and strengthen the Party's overall leadership and advance the modernization of the national governance system and capabilities. The city's social work departments must effectively unify their thoughts and actions with the major decisions and deployments of the Party Central Committee, accurately grasp the missions and objectives of social work in the new era and on the new journey, and industriously promote high-quality development of social work with a pragmatic spirit.

Xu emphasized the significance of duties performed in the service-oriented overall situation. The Social Work Department should further improve its working mechanism and system, integrate resources and enhance the overall efficiency for effective letters and visits work. Specifically, guidance and coordinated efforts should be made in: (1) people's suggestions collection, (2) the Party building-led grassroots governance and political power construction, (3) unified leadership of the Party over industry associations and chambers of commerce across the city, (4) deep reform and transformation of industry associations and chambers of commerce, (5) the Party building work of “Two Enterprises and Three New Organizations" (namely, mixed-ownership enterprise, non-public enterprise, new economy organization, new social organization and new employment group), and (6) team building of social work. Keeping in mind its political responsibility of solving difficulties for the people and sharing concerns for the Party, the Letters and Visits Bureau, with the people-centered value, should comprehensively promote the legalization of petition, continuously further the source governance and resolution to long-standing cases, effectively settle citizens' letters and visits issues for the safeguard of people’s rights and maintenance of social harmony.
Xu stressed that we should adhere to political capacity building as the guiding principle, construct cadres with excellent political quality, processional capacity and working style, and strive to create a model organization that satisfy the people.
