On June 25, following the conclusion of the provincial video conference on flood prevention and disaster relief, Xu Zhongjian, secretary of the CPC Huaihua Municipal Party Committee, proceeded to chair a city-wide video conference on flood prevention, disaster relief, and rescue efforts. He emphasized the need to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on flood prevention and disaster relief work, and to earnestly carry out the spirit of the provincial flood prevention and disaster relief work video conference. He stressed that flood prevention and disaster relief should be treated as the utmost priority, ensuring that responsibilities are fulfilled, measures are implemented, and actions are taken effectively. Xu Zhongjian pointed out that in the coming week, our city will continue to experience heavy rainfall. With soil moisture saturation, rapid river flows, and rivers and reservoirs operating at high levels, there is a high risk of triggering geological disasters such as flash floods and landslides. All departments at all levels across the city must fully recognize the severe situation of flood prevention, disaster mitigation, and relief currently at hand. It is imperative to further strengthen risk awareness and bottom-line thinking, resolutely overcome complacency, wishful thinking, and war-weariness, and commit to an all-out, sustained effort to ensure the city safely and smoothly weathers the flood season.
Xu Zhongjian emphasized that flood prevention, disaster mitigation, and relief should be treated as the top priority at present. It is crucial to seriously learn from the lessons of the "6.22" catastrophic flash flood and dike overflow in Wuchangxi Town of Yuanling County, and the sudden landslide disaster in Yushi Town of Xinhuang County. With a deep reflection on these painful experiences, strict implementation of flood prevention responsibilities is necessary. A comprehensive inspection of potential risks and hidden dangers must be carried out to resolutely prevent the recurrence of sudden accidents. It is important to upgrade forecasting and early warning systems, closely monitor the development and changes of rainfall, flood conditions, and disaster situations, and improve the accuracy and timeliness of disaster forecasting and warnings. Priority should be given to the inspection of hidden danger points such as geological disaster sites, flash flood risk areas, households built on cut slopes, areas close to mountains, slopes, ditches, water bodies, cliffs, downstream of mountain ponds and reservoirs, schools, and other regions. Early evacuation of people from medium and high-risk areas should be ensured, with the goal of evacuating everyone who should be evacuated as early as possible, leaving no household or individual behind. Close attention must be paid to key river basins, dangerous reservoirs, tailings dams, and other high-risk points, with strengthened patrols and defenses to eliminate risks and hidden dangers in a timely manner. Emergency shelters should be scientifically determined, and living supplies should be fully prepared. Effective measures should be taken to ensure the proper resettlement of evacuated individuals, with strengthened management of those already relocated to prevent casualties due to unauthorized returns.
Xu Zhongjian emphasized that city leaders in charge of counties and districts must stay on the front lines and command from the forefront during the main flood season. The main leaders of the party and government at the county and district levels should strengthen consultations and scheduling, and ensure the thorough implementation of tasks. Village and town officials must conduct household inspections without missing a single household or individual. It is necessary to further strengthen the duty system, strictly enforce the system of leaders taking turns on duty and the 24-hour duty system, to ensure that once an emergency occurs, there is a rapid and effective response and handling of the situation. Those who are not at their posts, fail to fulfill their duties, or are irresponsible, resulting in casualties and losses, must be held accountable and face serious consequences.
Li Chunqiu pointed out that it is essential to deeply learn from the lessons of recent disaster accidents, firmly establish the concept of valuing life above all else, and urgently and effectively carry out all work related to flood prevention, disaster mitigation, and relief. It is necessary to strengthen risk awareness, establish bottom-line thinking, enhance the inspection of hidden dangers, and ensure that no dams or dikes collapse and that no mass casualties occur. Responsibilities must be detailed and implemented, truly ensuring that those in charge of their respective areas are responsible for them, accountable for them, and fulfill their duties to the utmost.
