On April 16th, Xu Zhongjian, secretary of the Municipal Party Committee, chaired a special coordination meeting on the construction of ten major industrial chains. He emphasized the need to thoroughly study and implement the important speeches and instructions given by General Secretary Xi Jinping during his visit to Hunan. The focus should be on extending, supplementing, and strengthening the industrial value chains, nurturing and expanding leading enterprises within the chains, adhering to investment attraction through the chains, and promoting the development of industrial clusters. Efforts should be accelerated to construct a "5+10" modern industrial system with advanced manufacturing as the backbone. During the meeting, reports were presented on the work progress of the ten major industrial chains, namely luggage and leather goods, new display technologies, mechanical equipment, new materials, electronic components, new energy and its equipment, bio-based industries, traditional Chinese medicine, seed industry, and food industry, for the first quarter. Each industry chain's difficulties and issues were carefully examined, and corresponding solutions and measures were proposed through thorough research.
Xu Zhongjian pointed out that since the beginning of this year, significant progress and achievements have been made in the construction of the ten major industrial chains, thanks to the collective efforts of various departments at all levels, particularly the chain leaders and chain offices. He emphasized the need to further strengthen confidence and determination, vigorously promote the extension, supplementation, and strengthening of the industrial value chains, and strive for greater breakthroughs and achievements.
Xu Zhongjian emphasized the importance of maintaining a firm target and further clarifying and focusing on the main directions of development. He called for full efforts to promote the construction of the ten major industrial chains, accelerate the development of three distinctive industrial clusters—new display technologies, luggage and leather goods, and traditional Chinese medicine—and build the "International Capital of Luggage and Leather Goods" and the "International Capital of Seed Industry." It is necessary to highlight the cultivation and development of new productive forces, vigorously promote new industrialization, seize the significant opportunities of the new round of large-scale equipment upgrades, transform and upgrade traditional industries, nurture and expand emerging industries, expand the scale of industries, enhance the leading role of key enterprises within the chains, accelerate the cultivation of "specialized, sophisticated, distinctive, and innovative" companies, and focus on creating industry leaders, industry "hidden champions," and "unicorns" in the respective segments of each industrial chain.
Furthermore, it is essential to leverage the advantages of resource endowment and international land and port connectivity, expand the space for industrial development, and achieve new breakthroughs in extending, supplementing, and strengthening the value chains. Efforts should be directed towards seizing high-end and niche markets, focusing on brand building, and enhancing the visibility and influence of the "Hometown and Quality" concept. Chain leaders of each industrial chain must fulfill their responsibilities effectively, adhere to being "on the front line," strengthen overall coordination, reinforce guarantees for factors such as labor, land, energy, and financing, and promptly address practical difficulties and specific issues encountered in the construction of the industrial chains.
Li Chunqiu pointed out that it is crucial to seize the significant opportunities of equipment upgrades and promote capacity expansion and upgrading of existing enterprises, particularly by effectively addressing environmental and safety issues in traditional industries. It is necessary to further explore the potential of resources and enterprises, attract targeted investments through the precision investment attraction of industrial chains, and better promote the extension, supplementation, and strengthening of the value chains. A broader perspective should be adopted, leveraging international land and port connectivity and making better use of both international and domestic markets as well as resources to expand and improve the industrial chains.
