On the afternoon of April 20, Xu Zhongjian, secretary of the CPC Huaihua Municipal Committee, made an inspection tour in villages and towns of Hongjiang City in the way of “Four don’ts and two directlys” in terms of flood prevention and disaster relief, spring farming, industrial development and others. He stressed it is of necessity to thoroughly study and implement the guiding principles in General Secretary Xi Jinping’s important speeches and instructions on his inspection tour in Hunan, to emphasize the mutual promotion of high-quality development and high-level safety, and to resolutely shoulder the political responsibility of flood prevention and disaster relief for the sake of people’s lives and property, ensuring high-quality development with a high level of safety. In Dachong Township, Xu Zhongjian made an inspection tour and learned about spring farming, industrial development, cultural and tourism integration, and so on. He underscored that it is of necessity to attach importance to spring farming, to firmly stop any attempts to use cropland for any purpose other than agriculture and specifically grain production, to vigorously spread fine varieties, to boost the supply of agricultural materials and agricultural machinery services, and to implement various policies to benefit farmers, seeing to it that farmers’ income from growing grain can be guaranteed. It is of necessity to do a good job in developing the industry of “native produce” in accordance with local conditions, to make great efforts to develop rural industries with characteristics, and to promote rural revitalization in an all-round way by means of industrial revitalization. It is also of necessity to actively integrate into the development of the “Golden Triangle” of tourism and to vigorously step up the integrated development of agriculture, culture and tourism.
In Maodu Township, Xu Zhongjian learned in detail about flood prevention and disaster relief, public complaints cases for stability, and burden reduction at the grass-roots level. He stressed that it is of necessity to guarantee that local government should strictly fulfill its responsibility, bolster its duty and inspection, and comprehensively carry out investigation and rectification of hidden dangers, ensuring the safety of people’s lives and property. The spirit of hammering nails is to be applied to continue easing the burdens on those working on the ground, the regulations must be fully carried out, and the cadres at the grass-roots level are to be broken away from the shackles of pointless formalities to the full.
During the inspection, Xu Zhongjian pointed out particularly that the recent severe convective weather occurred frequently in Huaihua and the torrential rain came rapidly, with the risk of causing disaster being high. Departments at all levels in the municipality should place the people and their lives above all else, and keep fresh in mind that major risks or disasters relevant to flood must be prevented fully; therefore, all measures taken against them are to be fully implemented with a sense of responsibility that “one can’t rest assured all the time”. It is of necessity to bolster consultation, research and forecasting about severe convective weather, to closely monitor the dynamic changes of rain and flood conditions, and give prominence to the forecast and early warning of strong convective weather in some regions such as short-term heavy precipitation, thunderstorms, gales, and hail. The overall preparation of rescue and rescue forces is to be made, adequate rescue and relief materials are to be prepared and emergency plans are to be improved, ensuring that the forces can play their roles timely and effectively at critical moments. It is also of necessity to strictly implement the system of duty and watch, for, in the event of a dangerous situation, government at all levels are able to respond quickly and effectively, and address the situation scientifically, viz., they can immediately help people to evacuate urgently to avoid dangers, seeing to it that not a single household is forgotten to evacuate or no one is left in the dangerous situation.
