A few days ago, according to the Agriculture Committee of Huaihua Municipal People’s Congress, it has come to the early stage-legislative research of The Regulations on the Development of Citrus Industry in Huaihua City. This is a key legislative project of our city to ensure the high-quality development of the citrus industry by means of the law and to promote “5+10” modern of industrial system construction.
The large-scale planting of citrus in Huaihua began in the 1970s. After more than 40 years, it has formed a diversified pattern dominated by rock sugar orange and followed by other citrus like orange, tangerine, pomelo and miscellaneous citrus. The city's planting area is 97,600 hectares, with an output of 1.8 million tons and value of 5 billion yuan, all ranking first in the province. Among them, the area and output of rock sugar orange account for more than 70% of the country. There are 478,000 citrus growers, 1,247 farmer cooperatives, 41 provincial and municipal leading enterprises, and 4 processing enterprises in the city.
In the construction of "5+10" modern industrial system, it’s clear that green agricultural products and their processing are one of the key industries, with food as one of the key industrial chains, fruit at the top of the chain, and the citrus an important role in the fruit industry. Affected by land resource constraints, insufficient quality management, lack of technical standardization and weak added value, the disadvantages of citrus product quality and brand reputation outweighs the advantages of variety breeding. It is of great significance and far-reaching influence to protect the high-quality development of Huaihua citrus industry by means of law.
According to the work priorities and research plan of the Standing Committee of Huaihua Municipal People's Congress in 2022, in May 2022, the research team conducted special investigations on the development of citrus industry in Zhijiang, Mayang, Hongjiang, Xupu and other places. The municipal government attaches great importance to the citrus industry and has set up a dedicated team for citrus industry. It has issued the Opinions on Promoting the High-quality Development of Huaihua Citrus Industry and its related 1+3 documents to establish a high-quality development plan called "Improving quality and strengthening brand by 'breed improvement'".
Recently, the legislative work leading group for The Regulations on the Development of Citrus Industry in Huaihua City has been established and held its first meeting to drive legislative work. It’s hoped to promote genetic resource conservation, quality management, standardized production, brand building and other work by means of law for the construction of "Huaixiang Huaipin" (Characteristic Products in My Hometown-Huaihua).
