On the morning of September 8th, 2023, Xu Zhongjian, Secretary of Huaihua Municipal Party Committee, presided over a meeting of the Standing Committee of the Municipal Party Committee (enlarged) to convey the spirit of the Fourth Plenary Session of the 12th Provincial Party Committee, study and deploy the implementation work of Huaihua City, mobilize party organizations at all levels and the masses of party members, cadres, and masses, anchor the beautiful blueprint of “Three Highlands and Four New Missions”Strategy, adhere to the correct concept of political achievements to target high-quality development, and strive to build a modern new Huaihua.
The goals and tasks set by Hunan Provincial Party Committee in Huaihua will be implemented, prioritizing serving the people as the greatest achievement, and always adhering to the correct concept of performance to target high-quality development.
It emphasizes the need to adhere to the requirements of the speech by Provincial Party Secretary Shen Xiaoming and the “Several Opinions of the Hunan Provincial Party Committee of the Communist Party of China on anchoring the “Three Highlands and Four New Missions”Strategy and targeting high quality development, and firmly grasp the high-quality development as breakthrough. Firstly, the leading role of the “International Land Port” is to be firmly grasped by accelerating the construction of the port to target the high-quality development, leverage comparative advantages, anchor five major goals, implement seven major actions, and take the integrated development of port industry and city as the focus, support, and breakthrough. The functional supporting facilities of the Land Port is to be further improved by striving to make Huaihua International Land Port a landmark project of Hunan Province’s reform and opening up highland, and focusing on building a first-class international land port in the central and western regions. Secondly, the core of promoting “production” and accelerating high-quality development is highly valued by building a “5+N” modern industrial system, highlighting modern industries, port industries, and investment attraction, and striving to create the “International Seed Industry Capital”, “International Luggage Capital”, and “Agricultural Culture Business Card”. Thirdly, the support of building a “city” and high-quality development is greatly concerned with the construction of a “one core, two belts, and three districts” regional coordinated development system, to vigorously promote the integrated development of Hecheng-Zhongfang, comprehensively enhance rural revitalization, and accelerate the development of county economy. At the same time, efforts should be made to ensure and improve people’s livelihoods, so that high-quality development achievements can more and more equitably benefit the people of the city. The prevention and resolution are needed for risks so as to accelerate the construction of a higher level of invulnerable Huaihua.
It is required to firmly grasp the significant relationship in promoting high-quality development. Firstly, it is necessary to correctly handle the relationship between benchmarking and implementation, always cherish the greatness of the country, understand the essence of the spirit, firmly grasp the direction and stance, identify the connection points, reflect characteristics, and implement project-based approaches. The second is to correctly handle the relationship between strategic planning and tactical execution, and develop a “specification” and “mind-mapping” that not only conform to national strategy, macro policies, and local reality, but also possess a scientific and moderate foresight. The third is to correctly handle the relationship between attracting investment and stabilizing and revitalizing enterprises.
