On May 10, at the promotion meeting of the “Qingfeng (Refreshing Breeze)Action” to optimize the business environment in Huaihua City, 100 monitoring sites for business environment and 100 business environment supervisors were confirmed in the first group, further broadening the supervision channels for business environment and promoting the optimization of the business environment.
In February this year, various departments of the city focused on such issues as the upgrading of the energy level of International LandPort, the implementation of the policy of “streamlining administration and delegating power, improving regulation, and upgrading services”, serving enterprises by municipal units, 100 events for promoting the development, ‘Carrying Baskets”, “Creating Brands” and other issues. Solid steps will be taken to bolster the rectification of discipline and work-style and create a first-class business environment in the “Qingfeng Action”. Since the beginning of this year, a total of 129 cases of damage to the business environment have been accepted, 27 cases have been filed, and 40 people have been punished.
It is reported that, in accordance with the principle of unified management and graded responsibility, monitoring sites play the role of “DirectTrain” in business environment supervision and actively perform their duties; supervisors play the role of “Outpost” of environmental supervision and take the initiative to assume their responsibilities. Efforts should be made to solve such problems as blocks, weaknesses and difficulties in the process of doing business by enterprises and people, so as to optimize the business environment and enhance regional competitiveness.
The people in charge of monitoring sites for business environmentand supervisors as such are produced through the application of individuals and market entities, the recommendation of county, city and district as well as industry systems, the joint examination of relevant departments, and collective decision, and theyare advanced representativesfrom private enterprises, business associations and individual industrial and commercial households in Huaihua City. The person in charge of the Supervision Committee of the Municipal Commission for Discipline Inspection said that in the next step, regular discussions, investigations, questionnaires and other activities will be organized to facilitate consultation and timely feedback on the opinions and suggestions put forward by enterprises; full play will be given to the role of guidance, follow-up and supervision, and efforts will be made to sort out and summarize the problems found by monitoring sites and supervisors in a timely manner. The management systems will be established for clue registration, confidentiality, evaluation, and dynamic adjustment, so as to enable monitoring sites and supervisors to play a “probe”role in the business environment.
