In 2025, Huaihua City’s bio-based new materials industry chain boasts 108 enterprises above the designated size, achieving a total industrial output value of 17.66 billion yuan, a year-on-year increase of 17.3%; industrial investment reached 2.169 billion yuan, a year-on-year increase of 35.5%; another 10 enterprises above the designated size joined the industry chain; and 37 new projects were introduced, with a total investment of 8.879 billion yuan. The industry shows a pattern of regionalized, scaled, and differentiated development.
1. Core Development Zone: With Huaihua High-tech Zone as the core, a provincial-level advanced manufacturing cluster will be built, encompassing pulp processing, plywood, specialty pulp, and pharmaceuticals.
2. Fine Chemicals and Biopharmaceuticals Development Zone: Hongjiang District, represented by companies such as Hunan Hengguang Technology Co. and Hunan Jiurui New Materials Co., will focus on chemical reagents and raw materials.
3. Diversified Materials Development Zone. Xupu County relies on Hunan Xiangwei Co. to develop the vinylon fiber industry; Mayang County focuses on building a high-end medical rubber products base around Hunan Wanxiang New Materials Co.; Hongjiang City uses the Biotechnology Industrial Park as a platform to focus on bio-extraction; Zhongfang County promotes the coordinated development of industries such as coatings, cables, high-polymer films, and metal products. 4. Specialty Resource Transformation Zone. Jingzhou County, Huitong County, and Tongdao County, relying on abundant timber resources, have gathered numerous timber products, plywood, and activated carbon production enterprises, forming a regional green material production base.
