In 1998, Huaihua was transformed from a prefecture to a prefecture-level city. There are 12 counties, county-level cities and districts，and one management committee under Huaihua’s jurisdiction, namely, Hecheng District, Zhongfang County, Hongjiang City, Yuanling County, Chenxi County, Xupu County, Huitong County, Mayang Miao Autonomous County, Xinhuang Dong Autonomous County, Zhijiang Dong Autonomous County, Jingzhou Miao Autonomous County, Tongdao Dong Autonomous County and Hongjiang District Management Committee.

Huaihua has 200 townships (including 21 ethnic townships), 86 towns, 11 street offices, 275 residents’ committees and 3855 village committees under its jurisdiction.
