Huaihua boasts the most diverse and abundant clean energy resources in Hunan Province, ranking among the top in the province in both solar and photovoltaic resources. The theoretical solar energy reserves reach 39.2 million kilowatts, with a preliminary survey indicating an exploitable reserve of 10.5 million kilowatts; the theoretical photovoltaic reserves are 150 million kilowatts, laying a solid foundation for industrial development.
In 2025, the city’s new energy and equipment industry chain had 50 large-scale industrial enterprises, achieving an output value of 5.01 billion yuan, a year-on-year increase of 15.3%. In terms of development and application, by the end of 2025, solar power capacity had reached 1.4361 million kilowatts, distributed photovoltaic projects had reached 672,400 kilowatts, and energy storage had reached 217,500 kilowatts. Regarding charging infrastructure, approximately 500 public charging stations and over 4,000 public charging piles have been built, along with over 16,000 residential AC charging piles. In terms of projects included in the provincial “14th Five-Year Plan” development program, Huaihua has 55 centralized power projects with a total installed capacity of 3.8774 million kilowatts and 7 centralized photovoltaic projects with a total installed capacity of 560,000 kilowatts. The province aims to become a clean energy production base, a new energy equipment manufacturing base, and a long-term energy storage manufacturing base in Hunan Province during the “15th Five-Year Plan” period.
