On the morning of January 26, Secretary of CPC Huaihua Municipal Committee Xu Zhongjian presided over an office meeting at the construction site of Huaihua International Land Port. He stressed the need to thoroughly study and implement the guiding principles of the Third Plenary Session of the 20th CPC Central Committee and the central economic work conference and General Secretary Xi Jinping’s important remarks and instructions during his visits to Hunan, and earnestly implement the decisions and plans of CPC Hunan Provincial Committee and People’s Government of Hunan Province. He also urged relevant parties to seize the opportunity, harness the momentum, keep to the set goals, focus on key initiatives, exert precise efforts, and strengthen the role of Huaihua International Land Port as a strategic pivot, so as to inject impetus into Huaihua’s high-level opening up and high-quality development. Deputy Secretary of CPC Huaihua Municipal Committee and Mayor of Huaihua City Li Chunqiu and municipal leaders Li Weilin, Zou Xingwang, Han Xiaobo and Hu Heping attended the meeting.
At the meeting, the attendees listened to the report on the construction of Huaihua International Land Port and studied and clarified specific matters.
Xu Zhongjian noted that building a first-class international land port is crucial to the overall development of Huaihua City and development and opening up of Hunan Province and should be put on the top of the agenda. Since the Third Plenary Session of the Sixth Party Committee, Huaihua has made impressive achievements in the construction of its land port and seen huge development potential. However, there still exist difficulties and problems. It is important to seize the opportunity and harness the momentum. The city should strive for the inclusion of land port construction into the national “15th Five-Year Plan”, take advantage of major policies to facilitate project approval and funding so as to accelerate land port construction, and redouble efforts during the 5th Hunan Tourism Development Conference to be held in Huaihua to enhance the reputation, visibility and influence of Huaihua International Land Port.
Xu Zhongjian emphasized the need to keep to the set goals and stride ahead. He called for efforts to increase the number of trips made to over 1,000, increase the cargo throughput to over 10 million tons, and reach a total output value of over RMB100 billion and ensure the completion of provincial goals and tasks, which will highlight the role of the land port as an ASEAN freight assembly center and help achieve effective quality improvement on the basis of reasonable growth in quantity. It is necessary to focus on key initiatives and exert precise efforts. More endeavors are required to foster industries, develop cold-chain business, upgrade platform functions, and enhance the land port’s capacity as an ASEAN freight assembly center, so as to continuously strengthen its role as a strategic pivot and a growth engine. It is imperative to deepen reforms to increase momentum and vitality. Reforms such as the separation of management and operation roles, employment system, and performance-based remuneration system in Huaihua International Land Port Economic Development Zone should be steadily advanced, and market-oriented operation should be expedited. It is also essential to make concerted efforts to implement relevant initiatives, strengthen organizational leadership, and urge leaders in charge to concentrate their efforts on the construction of the land port. Huaihua International Land Port Economic Development Zone should take the primary responsibility, and all counties, cities, districts and relevant municipal departments should take a proactive approach, work together and form synergy.
Li Chunqiu stated that the rapid development of the land port has further strengthened our confidence and determination. It is imperative to face the gaps, focus on problems, strive to improve infrastructure, shore up weak links in industries, and enhance and foster the intrinsic driving force for development. Efforts should be made to accelerate the construction of the ASEAN train assembly center, cross-border e-commerce assembly center, imported commodity procurement center, and cold-chain logistics distribution center in central China, to make more contributions to development.
