Huaihua Federation of Supply and Marketing Cooperatives (“the Federation” hereinafter) was established following the guiding principles from the Notice on Issuing the Implementation Opinions on the Institutional Reform Plan of Huaihua City (H.F. [2001] No. 6) issued by CPC Huaihua Municipal Committee and the People’s Government of Huaihua City. It is a division-head level public institution directly under the People’s Government of Huaihua City. As authorized by the People’s Government of Huaihua City, the Federation is responsible for guiding, coordinating, supervising and serving supply and marketing cooperatives in Huaihua City.
The main responsibilities of the Federation are as follows:
1. The Federation shall implement national and provincial guidelines, policies and regulations on rural economic work.
2. The Federation shall formulate the development plan and system reform plan for supply and marketing cooperatives in Huaihua City, guide their reform and development, and organize their higher-level institutions to implement such plans.
3. The Federation shall, as authorized by the People’s Government of Huaihua City, guide the operation of policy-related business related to capital goods in the agricultural sector and agricultural and sideline products across Huaihua City.
4. The Federation shall guide supply and marketing cooperatives at all levels to tap the rural market, encourage city-wide supply and marketing cooperatives to introduce farmers to the market, develop agricultural industrialization, provide comprehensive services for agriculture, rural areas and farmers, establish and improve the system of serving agricultural production and rural economic development, and forecast relevant market information.
5. The Federation shall guide and supervise the asset management of the supply and marketing cooperative system and safeguard the legitimate rights and interests of supply and marketing cooperatives in accordance with the law.
6. The Federation shall guide the scientific and technological development, promotion and application of the supply and marketing cooperative system and invigorate cooperatives through science and education.
7. The Federation shall formulate policies on personnel, financial and asset management of directly controlled institutions and organize their implementation, to maintain and increase the asset value of cooperatives.
8. The Federation shall guide the organization development, team building, and education and training of officials and employees of the supply and marketing cooperative system.
9. The Federation shall undertake other tasks assigned by CPC Huaihua Municipal Committee and People’s Government of Huaihua City.
