Huaihua Housing Provident Fund Management Center (“the Center” hereinafter) is a director-level public welfare public institution directly under the People’s Government of Huaihua City.

The Center implements the guidelines, policies, decisions and plans of the CPC Central Committee and provincial Party committee, as well as the plans and requirements of the municipal Party committee on housing provident fund management. The Center upholds and strengthens the centralized and unified leadership of the Party over housing provident fund management during its duty performance. Its main responsibilities are as follows:

1. The Center shall implement national, provincial and municipal laws, regulations, policies and rules on the management of housing provident funds; draw up plans for the development of housing provident fund programs; publicize, establish and promote the housing provident fund system; and undertake the management and operation of housing provident funds.

2. The Center shall formulate and adopt the operating procedures and implementation rules on housing provident fund business. It shall also supervise the execution of laws, policies, regulations and rules on housing provident fund management, and handle relevant violations.

3. The Center shall work out and implement the annual plans on the collection and use of housing provident funds. It shall also draft reports on the implementation of such plans and the allocation plans for incremental benefits, and execute the allocation plans after the review by Huaihua Municipal Finance Bureau and deliberation by Huaihua Housing Provident Fund Management Committee.

4. The Center shall draft the budgets and final accounts of housing provident funds, and implement them after the review by Huaihua Municipal Finance Bureau and deliberation by Huaihua Housing Provident Fund Management Committee.

5. The Center shall compile the annual report of housing provident funds, which shall be regularly released to the public after the deliberation by Huaihua Housing Provident Fund Management Committee.

6. The Center shall assess and adjust the contribution base and rate for housing provident funds on a regular basis, and urge employers and employees to make contributions in time and in full. It shall also record the contribution, use, transfer, suspension, freezing and account cancellation of employees’ individual housing provident funds, and regularly check the accounts with employers and employees.

7. The Center shall review employers’ application for reducing the contribution rate for housing provident funds or delaying the contribution, and accept the application subject to the approval of Huaihua Housing Provident Fund Management Committee.

8. The Center shall review and approve the withdrawal of housing provident funds and provident loans.

9. The Center shall be responsible for the value maintenance and increase, as well as return of housing provident funds.

10. The Center shall handle bad debt write-off of housing provident funds in accordance with relevant regulations.

11. The Center shall manage the municipal funds and maintenance funds for the housing reform.

12. The Center shall establish, maintain and manage the information system for housing provident fund business management, and build a sound mechanism to promote connectivity of information systems for housing provident fund business and sharing of information resources.

13. The Center shall strengthen ideological and political education of the housing provident fund management system, cultural education and training of relevant personnel, and improve the professional ability and comprehensive quality of housing provident fund management personnel.

14. The Center shall conduct overall personnel, financial and material management of the management departments of county-level cities and districts, and directly undertake the recruitment of personnel of the housing provident fund management system, as well as the inspection, appointment and removal of staff members at the middle level and below.

15. The Center shall undertake other tasks assigned by the Huaihua Municipal Party Committee and People’s Government of Huaihua City.
