Traffic Police Detachment of Huaihua Municipal Public Security Bureau (“the Detachment” hereinafter) is a deputy-director-level administrative institution of Huaihua Municipal Public Security Bureau, which is in charge of road traffic safety, traffic order, motor vehicles and drivers in Huaihua.
I. Main Responsibilities
1. The Detachment shall implement national laws, regulations and policies on road traffic safety, and formulate development strategies and policy measures on road traffic safety and order management.
2. The Detachment shall carry out ideological and political work, strengthen the training of relevant personnel, and formulate and adopt the training system for police officers; assist Party committees of public security bureaus of counties (cities and districts) in managing their leadership; publicize and report on the work of traffic police, and carry out publicity and education activities on traffic safety.
3. The Detachment shall make efforts to improve Party conduct and build a clean government, and work with relevant departments to investigate and handle violations of laws and regulations by police officers. It shall also oversee police services of the traffic police force.
4. The Detachment shall undertake the accounting and management of its traffic management funds; inspection and review of its extra-budgetary income, fines and forfeitures; and supervision and management of its state-owned assets.
5. The Detachment shall organize and supervise the law enforcement of public security traffic police.
6. The Detachment shall be responsible for the prevention, mediation and handling of road traffic accidents, and participate in the investigation and handling of serious and major traffic accidents. It shall also guide the building of primary-level traffic safety organizations.
7. The Detachment shall undertake the safety testing and license issuance for motor vehicles; application, acceptance, review, reporting and management of certificates for motor vehicle inspectors, checkers and instructors; and road traffic management of motor and non-motor vehicles. It shall conduct safety and technology supervision on motor vehicle modification, remodeling and repair factories as authorized. It shall guide and supervise work of motor vehicle driver training institutions. It shall also manage and oversee the license issuance of agricultural machinery departments in accordance with law.
8. The Detachment shall manage the examination and certificate issuance of motor vehicle drivers.
9. The Detachment shall be responsible for the planning, research and application of road traffic management technologies.
10. The Detachment shall participate in urban construction, road traffic and safety facilities planning; build road traffic safety facilities in urban areas; have oversight of road traffic safety facilities, and crack down on illegal and criminal activities such as sabotage of road traffic safety facilities; and undertake the review and management of the planning, construction, excavation and road occupation of parking lots (garages) and parking stations affecting traffic safety and traffic order.
11. The Detachment shall penalize those violating road traffic safety laws.
12. The Detachment shall conduct registration-based management of passenger vehicles and key vehicles.
13. The Detachment shall be responsible for road traffic safety and order management in urban areas; work with relevant departments to conduct major traffic police (security) work; carry out highway patrol law enforcement and handle major emergencies; assist other police organizations in maintaining road security and order, and crack down on road bandits.
14. The Detachment shall undertake or assist in the management of highway traffic order, security and traffic safety as required.
15. The Detachment shall undertake other tasks assigned by the People’s Government of Huaihua City and Huaihua Municipal Public Security Bureau.
