The main responsibilities of Huaihua Municipal Bureau of Agriculture and Rural Affairs (“the Bureau” hereinafter) are as follows:
1. The Bureau shall coordinate and integrate agricultural and rural work, analyze problems in the development and reform of agriculture and rural areas, put forward relevant policies and suggestions, and give guidance on relevant work.
2. The Bureau shall, in conjunction with relevant departments, propose suggestions on the reform of the system and mechanism for integrated urban and rural economic and social development; guide and coordinate county economic development and building of a new countryside; propose relevant policies, plans and suggestions; participate in the planning and development of small towns in rural areas; and contribute to social programs in rural areas.
3. The Bureau shall implement national, provincial and municipal guidelines and policies on the development of crop farming, animal husbandry, fishery, application of machines in agriculture, agricultural product processing industry, agricultural reclamation and other agricultural industries (“agriculture” hereinafter); formulate policies and plans for agricultural development and guide their implementation; participate in the development of policies on agriculture-related finance and taxation, price, finance and insurance, import and export; draft local regulations and rules on agriculture and rural economy; and promote law-based agricultural administration.
4. The Bureau shall put forward suggestions for stabilizing and improving the rural operation and management system; guide the management of rural land contract, transfer of the use right of cultivated land, and arbitration of contract disputes; guide and supervise work related to easing farmers’ burden and managing villagers’ capital and labor contribution; inspect and supervise the enforcement of policies benefiting farmers; guide the development of village collective economy, establishment of rural collective economic organizations, and financial management of assets; formulate development plans and policies for the industrialized operation of agriculture, and organize their implementation; guide and support suggestions and development of the social service system for agriculture, rural cooperative economic organizations, specialized farmers’ cooperatives, and industry associations of agricultural products.
5. The Bureau shall guide the production of grain and other major agricultural products, implement relevant policies and measures to promote their production and development, guide the adjustment of the agricultural industrial structure and improvement of product quality, and work with relevant departments to guide standard and large-scale agricultural production; give suggestions on the investment scale and direction of agricultural fixed assets, and the allocation of municipal financial funds, and review and approve planned fixed asset investment projects as authorized; prepare, report and implement department budgets, propose financial policies and project suggestions in support of agricultural and rural development, work with Huaihua Municipal Finance Bureau to formulate the implementation plan after gaining approval, and guide its execution; draw up agricultural development plans and supervise their implementation; and work with Huaihua Municipal Finance Bureau to implement comprehensive agricultural development projects.
6. The Bureau shall advance integrated agricultural development before, during and after production, formulate and implement policies and plans to promote the development of the agricultural product processing industry, propose policies and suggestions for agricultural industry protection, and guide the restructuring, technological innovation and establishment of the service system of the agricultural product processing industry; propose policies and suggestions to propel the circulation of major agricultural commodities, and formulate plans for the building and development of the market system for major agricultural commodities; develop and protect agricultural brands; and make coordinated efforts to propel the “vegetable basket” program.
7. The Bureau shall be responsible for the quality and safety of agricultural products. Specifically, it shall conduct risk evaluation in accordance with law, release relevant information, and monitor product quality and safety. It shall also implement the assessment standards and technical specifications for agricultural genetically modified organisms, conduct safety supervision and management on them, and protect new agricultural plant varieties; work with relevant departments to adopt national standards on quality and safety of agricultural products, develop relevant local standards and guide their implementation; guide the establishment of the agricultural inspection and testing system and work assessment; certify, supervise and manage agricultural products that meet the safety standards in accordance with law; oversee and manage the quality and safety of agricultural products; and oversee and manage slaughter of livestock and poultry.
8. The Bureau shall organize and coordinate the establishment of the market system for agricultural means of production, and carry out the licensing, supervision and management of crop seeds (seedlings), grass seeds, breeding stock and poultry, pesticides, veterinary drugs, feed, feed additives and edible fungi; implement national standards on the quality of veterinary drugs, veterinary drug residue and residue testing methods; supervise and manage fishing vessels, fishing ports, fishing machines and nets in accordance with law, and guide safe production in the fishery industry; work with relevant departments to implement the standards on agricultural means of production; supervise and manage veterinary medical equipment and relevant fertilizers; guide the application of machines in agriculture and safety supervision of agricultural machinery, and adopt favorable policies on agricultural machinery.
9. The Bureau shall prevent and control major crop diseases and pests, adopt national laws, regulations and policies on the epidemic prevention and quarantine of animals and plants, work with relevant departments to formulate and implement local policies on epidemic prevention of animals and plants, and guide the establishment of the epidemic prevention and quarantine systems; organize and supervise epidemic prevention and quarantine of animals and plants, release epidemic information, and make efforts to extinguish the epidemic; organize general survey of plant quarantine pests; undertake the quarantine, review and approval of crop seeds (seedlings) introduced from abroad; organize work related to medical administration of veterinarians, as well as drug administration and testing of veterinary drugs; and have oversight of licensed veterinarians.
10. The Bureau shall be responsible for agricultural disaster prevention and mitigation; monitor and publish information on agricultural disasters; organize the reserve and allocation of seeds, fertilizers and other disaster relief materials; advise on the allocation of production disaster relief funds; and guide emergency relief and post-disaster production recovery.
11. The Bureau shall manage agricultural and rural information, monitor and analyze agricultural and rural economic operation, and perform relevant agricultural statistical work. It shall also collect and release agricultural and rural economic information, set up the agricultural information system, and guide agricultural information services.
12. The Bureau shall formulate plans and policies on agricultural scientific research and technology promotion; work with relevant departments to promote agricultural technological innovation and building of the agricultural industry technology system; work with relevant departments to implement the strategy of developing agriculture through science and education, and carry out major agricultural scientific research projects according to its responsibilities; study agricultural high and new technologies and applied technologies, apply agricultural technological achievements and promote relevant technologies; manage agricultural technological achievements, introduce advanced agricultural technologies from abroad, and guide the reform and building of the agricultural technology promotion system.
13. The Bureau shall work with relevant departments to formulate plans for strengthening the ranks of agricultural and rural personnel and organize their implementation; guide and coordinate the education and training of farmers; guide agricultural education and development of agricultural vocational skills; implement the training program for rural practical talents; conduct local employment training for rural labor; and work with relevant competent departments to manage the professional and technological qualification of agricultural and rural talents in a law-based way.
14. The Bureau shall organize the zoning of agricultural resources, guide the conservation and management of agricultural land, fishery waters, grasslands, tidal flats and wetlands suitable for farming, and agricultural biological species resources, and protect aquatic wild animals and plants. It shall also formulate and implement policies for the protection and improvement of the quality of cultivated land and basic farmland, manage the quality of cultivated land in accordance with law, and develop water-saving agriculture.
15. The Bureau shall formulate and implement plans for agricultural ecological conservation. It shall guide the comprehensive development and utilization of renewable energy resources in rural areas, development of the agricultural biomass industry and energy conservation and emission reduction in agriculture and rural areas, and work related to addressing agricultural pollution from non-point sources. It shall also delineate areas where the production of agricultural products is prohibited, and guide the development of ecological agriculture and circular agriculture; protect the ecological environment of fishery waters; and take the lead in managing alien species.
16. The Bureau shall boost agricultural trade and economic and technological exchanges and cooperation, and assist relevant departments in implementing agricultural foreign assistance projects.
17. The Bureau shall undertake other tasks assigned by the Huaihua Municipal Party Committee and People’s Government of Huaihua City.
