On the morning of February 28, the CPC Huaihua Municipal Committee and the Huaihua Municipal Government convened a meeting to promote the expansion of the private sectors and the advancement of the “Enterprise Service Year” campaign. Xu Zhongjian, secretary of the CPC Huaihua Municipal Committee, attended the meeting and delivered a speech. He emphasized the need to thoroughly study and implement the important guiding principles by General Secretary Xi Jinping on the development of the private sectors, and to earnestly follow the requirements set at the Hunan provincial meeting for promoting the expansion of the private sectors and the plan of the Enterprise Service Year campaign. He also emphasized that all-out efforts are to be made to foster the development of the private sectors, sincerely address the difficulties and challenges faced by enterprises, create a strong atmosphere of respecting and valuing business, and fully stimulate the vitality and momentum of various market entities, striving for a good start to the “15th Five-Year Plan (2026-2030)” period. Wei Zhaohui, deputy secretary of the CPC Huaihua Municipal Committee and governor of the People’s Government of Huaihua City, chaired the meeting, and Li Wanqian, director of the Standing Committee of Huaihua Municipal People’s Congress , attended the meeting.

Xu Zhongjian pointed out that it is essential to have a good understanding of the significant role and substantial contributions of the private sectors, foresee its broad prospects and tremendous potential, and implement the policy of “two unswervinglys(namely, unswervingly consolidating and developing the public sector and unswervingly encouraging, supporting and guiding the development of the non-public sector)”. Efforts should be made to further create a political, economic, and social environment conducive to the development of the private sectors, thereby supporting the overall economic growth of the city through the robust expansion of the private sectors. It is necessary to further transform mindsets, firmly establish the concepts that “government is service, and the leadership is service,” “serving enterprises means serving development,” and “private enterprises and entrepreneurs are part of us”, and make substantial efforts to address the issue of low recognition of enterprises in our society. Great efforts are to be made to tackle the issue of inadequate perceived benefits among enterprises by means of further playing the role of policies conducive to enterprises, continuously optimizing policy supply, promoting implementation of the policies, and conducting an evaluation of the policies. Administrative practices must be further standardized to resolve the problem of enterprises lacking a sense of security. Factor guarantees should be enhanced to tackle the issue of weak competitiveness among enterprises. Party committees and governments at all levels in the city must fully act as strong backers for private enterprises, and leading officials at all levels should hold entrepreneurs in high regard, extend greater care, and actively assist in addressing reasonable and lawful demands, fostering a favorable atmosphere for businesses. It is hoped that the vast number of private entrepreneurs will remain steadfast in their industries, deepen their focus on their core businesses, and root themselves deeply in Huaihua, dedicating themselves to strengthening, optimizing, and expanding their enterprises.

Wei Zhaohui pointed out that efforts should be made to uphold and carry out the “two unswervinglys” from a higher perspective, and unwaveringly promote the development of the private sectors. More effective measures should be taken to stimulate the momentum of development, encouraging private enterprises to venture, invest, and take action. More high-quality services should be provided to create a first-class environment, continuously polishing the golden signboard of “simplified procedures in Huaihua”. Stronger synergy should be fostered to consolidate the momentum of development, effectively forming a work pattern featuring linkage between upper and lower levels, coordination between the left and right, and collaboration among all parties involved.

At the meeting, the “Top Ten Tax Contribution Enterprises” and “Top Ten Star Private Enterprises” in Huaihua City were recognized and commended. Representatives of private entrepreneurs and heads of business associations delivered speeches and shared their experience.

The in-service municipal leaders, representatives of private entrepreneurs and heads of business associations, secretaries and heads of all counties, cities and districts, and chief leaders of relevant municipal departments and national and provincial institutions in Huaihua attended the meeting.
