    Wei Zhaohui conducts a survey of Hecheng District

    On November 22, Wei Zhaohui, deputy secretary of the CPC Huaihua Municipal Committee and Acting Mayor of the City, emphasized during her survey of Hecheng District that it is essential to deliver on the vision outlined at the fourth plenary session of the 20th Central Committee of the Communist Party of China, fully act upon the decisions and plans by the CPC Hunan Provincial Committee and Hunan Provincial Government, as well as the requirements by the CPC Huaihua Municipal Committee and Municipal Government, shoulder the mission and responsibility of the downtown, comprehensively enhance the primary role in development, and strive to be a vanguard, demonstrating new achievements in the course of high-quality development.

    Wei Zhaohui first went to Huairen Grand Health Industrial Park and Huaihua Key National Cold Chain Logistics Base to learn in detail about the development of the grand health industrial chain, cold chain logistics, and agricultural industries. And then, he conducted a patrol at the overflow outlet of Taipingxi stream, observing the water quality and the renovation of sewage outlet; and conducted a patrol at Maozipo Moutain in the sub-district of Chennan (viz., the southern part of Huaihua City) to check the protection of forest resource and the work of fire-fighting. At the site of the Huaihua International Grain Logistics and Processing Industrial Park project, Wei Zhaohui learned about the planning and construction of the project. During the survey, Wei Zhaohui herself also went into the National Ambient Air Quality Monitoring Urban Station and the site of the Huaihua International Land Port East Urban Logistics Park project to inspect the measures against air pollution.

    After hearing the report on the economic and social development of Hecheng District, Wei Zhaohui pointed out that Hecheng District, the main urban area of Huaihua, holds a special position, playing an important part in the development. The district is in full swing in terms of development, with many highlights in its various tasks. Currently, we are at a critical period when all-out efforts are made to achieve the goals laid down in the 14th Five-Year (2021-2025) Plan while the 15th Five-Year (2026-2030) Plan is in the formation. It is also essential to strive for the annual targets and tasks, address shortcomings and weaknesses, and firmly make sure the workplace safety, thereby providing solid support for the stable economic growth of the city. 

    Wei Zhaohui emphasized the need to enhance the strategic “primary role” by strengthening core functions in economy, education, healthcare, and consumption, and taking responsibility for key indicators to support Huaihua in building itself into a regional central city serving the five neighboring provinces. She called for enhancing economic “openness” by leveraging the radiating effect of Huaihua International Land Port to strengthen the open economy and achieve new breakthroughs in foreign trade. To bolster industrial “foundations”, she suggested focusing on addressing weaknesses in industry and taxation, making greater efforts to attract investment, and vigorously fostering industrial cultivation to build a modern industrial system with Hecheng characteristics. She also stressed the “tourist appeal” of cultural tourism by highlighting local distinctive features and deepening global tourism to achieve a fundamental shift from short-term visitor flows to long-term stays. Furthermore, to improve “livability”, she stayed committed to adopting a problem-oriented approach, systematically advancing urban renewal and environmental management, and continuously upgrading infrastructure and public services to comprehensively enhance the living quality and the sense of happiness of the people living in the city. Finally, she highlighted the need to refine “management”  by exploring new scenarios for “AI+” applications, promoting the urban governance by “AI”, and continuously improving the capabilities of modern urban management.
