Li Chunqiu, deputy secretary of the CPC Huaihua Municipal Committee and mayor of Huaihua City, chaired a work meeting on attracting investment and coordinating the work of the provincial liaison office in Beijing on the morning of November 26. At the meeting, Mr. Li stressed the need to implement the spirit of the Party’s 20th National Congress and General Secretary Xi Jinping’s important remarks and instructions on Hunan, and to fulfill the tasks deployed by the CPC Hunan Municipal Committee and the Hunan Municipal People’s Government so as to coordinate the work of the liaison office and to attract investment and talent for the implementation of the Strategy of Five New Missions and Four Orientations. Li Shizhong, secretary-general of the Huaihua Municipal People’s Government, also attended the meeting.
The Municipal Development and Reform Commission, the Municipal Bureau of Commerce, and the Municipal Liaison Office in Beijing reported on their work respectively at the meeting.
Li noted that establishing the coordination system with central enterprises is a specific measure taken by the CPC Hunan Municipal Committee and the Hunan Municipal People’s Government to respond positively to the call of the CPC Central Committee and to take the initiative to undertake the dispersal of Beijing’s non-capital functions in order to enhance cooperation with central enterprises and improve the quality and efficiency of investment attraction. Departments at all levels in the city should take concrete measures to attract investment and talent so as to facilitate the implementation of the Three Highlands and Four New Missions Strategy.
Li stressed that the need to set up Huaihua’s coordination mechanisms with central enterprises in line with Hunan’s work program of docking with central enterprises. The city should establish its investment attraction team, which will be staffed with dedicated professionals, and formulate a work plan of docking with central enterprises. Relevant departments should shoulder their assigned responsibilities and enhance coordination to support the implementation of the work plan. Investment attraction should be placed as one of priorities to promote the docking with Beijing-Tianjin-Hebei region, Yangtze River Delta region, Guangdong-Hong Kong-Macao Greater Bay Area, and Chengdu-Chongqing region and the development of five key industries (advanced manufacturing, logistics, cultural tourism, pharmaceutical and health, green agricultural products and their processing) to propel Huaihua’s high-quality development and opening-up.
