In Hunan Hongxin Industrial Co., Ltd., located in Yuxu Industrial Park, Xupu County, it is evidenced that tower cranes waved long arms for lifting, engineering vehicles shuttled back and forth, and the workers were passionate in the working field, creating a bustling production scene.
“After five major projects are put into operation, they can achieve an annual output value of 4 billion yuan, an annual tax revenue of over 200 million yuan, and create over 1,000 new job opportunities,” said Zheng Xiaohong, the company’s head. He introduced that the total investment of the project is 3.21 billion yuan, focusing on the planning and construction of five major projects, including refined sand, silicon sand purification, prefabricated building structural components, roof photovoltaic power generation, and modern logistics. Among them, the silica sand purification project started construction in December 2022 and was put into operation in May this year. Currently, production and sales are thriving with a normal operation.
This is only a microcosm of Xupu County’s efforts to create a new “5+N” modern industrial system. Guided by the“Five New Missions and Four Orientations” Strategy, the county is striving for “secondary entrepreneurship”, accelerating the high-quality development of the county economy, and flourishing the “chain”.
Fully Revive the Chains
How to aim for “high, precise and advanced targets” with the momentum of vigorous progress and strive to take the path of industrial development?
The construction of the “5+N” modern industrial new system is regarded as Xupu’s primary task, with the industrial chain scientifically selected, thus formulating the “Three Year Action Plan for Promoting the Construction of the ‘5+N’ Modern Industrial New System”, clarifying the main direction of the “10+2” industry, and promoting the accelerated layout of the industry by accurately matching advantageous resources, strengthening the chain, supplementing the chain, and extending the chain.
It is required to vigorously cultivate and develop “5+N” industrial clusters, implement the “5+N” industrial cluster linkage and coordination mechanism, officially launch the “chain leader system”, fully leverage the role of joint efforts, “chain leader” and “chain owner” government enterprise linkage, and jointly promote the cultivation and development of industrial clusters.
On this basis, the county has formed a work system, and through the establishment of a work mechanism of “one chain leader, one specialized team, one industry, one system, and one grasp to the end”, the work list of “one set of industry chain map, one set of key enterprise directory, one set of key project list, one set of key investment enterprise directory, and one set of innovation and service system” have been implemented to promote the development of industrial clusters.
At the same time, with the “chain leader system” as the starting point, it is needed to establish a five in one work mechanism of leadership, dedicated team promotion, joint scheduling, information notification, and assessment and evaluation. It is a must to implement chain guidance and differentiated support, improve the tracking service system, and strengthen the guarantee of industrial infrastructure.
In order to play the leading role of “chain owners” enterprises, the county has set ten recognition standards in terms of enterprise scale, industry status, driving capacity, research and development strength, and specifically selected a group of “chain owners” enterprises and a batch of backup “chain owners” enterprises.
For example, Hongxin Industrial Company, which collaborates with Xupu Industrial Development Zone to develop a series of silicon sand purification projects, has set ambitious goals since its establishment. Focusing on building a “southern silicon capital”, the company seizes opportunities and deepens the development of the silicon sand industry, transforming towards silicon sand purification and comprehensive resource utilization, and gradually extending to downstream industries such as photovoltaic glass and TFT glass manufacturing, thus leading the transformation and striding development of Xupu silicon sand industry.
Chain investment promotion has achieved fruitful results.
In the first half of this year, Xupu County introduced 12 new projects, including 7 major projects worth over 200 million yuan and 1 major project worth over 1 billion yuan, with a total of 3.052 billion yuan in funds. A group of data witnessed the achievements of attracting investment in the county.
“It is required to introduce a leading enterprise, drive the development of an industrial chain, and form an industrial cluster,” added the relevant person in charge of the county. He introduced that they firmly focus on the “chain development” thinking, deeply implement the entire industrial chain development strategy, closely combine investment attraction with “stabilizing the chain and strengthening the chain”, adhere to the principle of “gathering” investment attraction on the chain, and cluster the chain industry into the park, with a focus on building industrial clusters, and continue to attract large and strong enterprises.
In order to promote work, the “leaders” of all levels and departments in the county are to play a leading role. The front-line plans to gather information, visits enterprises, participates in project negotiations, coordinates and signs contracts, promotes the implementation of front-line commands, and takes root in service, thus building a competitive trend of “everyone participates, all employees attract investment”.
On June 26th, 2023, through preliminary investment promotion, Xupu Industrial Development Zone signed an agreement with Hunan Zhengsheng Copper Industry Co., Ltd., marking the official landing of the valve industry cluster project in Yuxu Industrial Park. The cluster focuses on creating a valve manufacturing industry, covering the entire industrial chain of hardware product manufacturing, mechanical equipment research and development, non-ferrous metal manufacturing and rolling processing, and the acquisition and sales of renewable resources. So far, 19 enterprises have completed industrial and commercial registration, and 4 ones have completed mechanical equipment ordering and gradually put into production.
On July 27th, 2023, a specialized investment team was organized to go to the Greater Bay Area to seek upstream and downstream cooperation projects in the blue-tooth intelligent industry chain in Shenzhen, relying on the introduced enterprise Hunan Xiangdangdang Technology Co., Ltd. A total of 10 enterprises including Shenzhen Yingjixin Technology Co., Ltd. reached preliminary cooperation intentions. They unanimously believed that the blue-tooth intelligent industry project had a broad market prospect, high technological content, strong industry driving force, and had long heard of the high-quality business environment in Xupu. They were well ready to invest and cooperate in Xupu. This will be another industrial cluster created by the county after the valve industry cluster—the blue-tooth intelligent industrial cluster.
On August 22nd, 2023, an investment promotion team was organized to go to Jiangsu Province for investment promotion, which facilitated the cooperation between Hunan Xiangwei Co., Ltd. and Jiangsu Ruilante New Materials Co., Ltd. The two parties signed the “Framework Agreement for the Development of Polyvinyl Alcohol Film Industry”. According to the agreement, both parties will conduct an in-depth cooperation in the research and development and production of polyvinyl alcohol raw materials suitable for film production, as well as the research and development, production, and market promotion of polyvinyl alcohol films, to jointly promote the coordinated development of the upstream and downstream of the industrial chain.
With the landing of a group of “chain owners” enterprises, the “magnetic field effect” in the county has emerged, forming an industrial cluster development pattern that gathers upstream and downstream products, elongates the industrial chain, and cultivates advantageous pillar industries.
Chain continues to thrive.
Xupu County closely focuses on the construction of the “5+N” modern industrial new system, anchors goals, continues to make efforts, and fully promotes the “10+2” industrial chain to become bigger and stronger, making industries outstanding.
At present, the construction of five advanced manufacturing industry chains is in the ascendant, and the industrial layout has been formed. Efforts are being made to create provincial-level industrial clusters.
—The fine chemical industry chain is steadily advancing. It is required to take comprehensive bench-marking and table comparison, list the projects, and accelerate the application and recognition of the chemical park according to the timeline and progress. Hunan Xiangwei Company has 7 production lines producing at full capacity with strong momentum.
——The industrial chain of mineral functional materials is accelerating development. In the first half of this year, the mineral functional materials industry chain achieved a total output value of 3.666 billion yuan, an increase of 8.5% year-on-year. The tax revenue was 9.91 million yuan, a year-on-year increase of 9.69%.
——The prospect of the construction machinery industry chain is promising. It is making every effort to build a valve industry cluster. After comprehensive completion and operation, it is expected to achieve an annual output value of over 600 million yuan and generate tax revenue of over 37.5 million yuan.
——The two industrial chains of electronic components and materials, as well as new metal materials, have begun to take shape by leveraging their advantages and striving for excellence.
One pharmaceutical and health industry chain, focusing on the implementation of the “one zone, one park, and one chain” industrial development strategy, is accelerating the modernization construction of the traditional Chinese medicine industry.
Based on the three dominant varieties of traditional Chinese medicine, namely wild honeysuckle, yellow ginger, and Xupu Yao Tea, it will promote the development of leading enterprises such as Longcheng Traditional Chinese Medicine Slices, Wenli Biological Resources, Aokang Biotechnology, and Shishangkang Medicinal Food Homology. It will focus on the construction of township traditional Chinese medicine industry bases and it is successfully granted with the “land of wild honeysuckle”. It is actively preparing to build the Xupu Modern Agricultural Industrial Park Traditional Chinese Medicine Industry Branch, building a platform for investment attraction, expanding the scale of industrial distribution of advantageous varieties, and forming an agglomeration effect.
Four green agricultural products and their processing industry chains, highlighting four directions of seed industry, fruits, camellia oleifera, and animal husbandry, are committed to building national and modern agricultural industrial park demonstration bases.
——The food security guarantee is strong, promoting the construction of a hybrid rice seed production industry center, introducing Syngenta Group to strengthen the transformation of seed production technology, completing 31,500 mu of rice seed production, and building a strong county for rice seed production.
——It is required to accelerate the construction of a green standard system for fruits, formulate production procedures and product grading standards for fruit seedling cultivation, base production, facility cultivation, and post harvest treatment, complete the transformation of 20,000 acres of citrus products, and promote the brand of “Xupu” fruit.
——It is required to implement the renovation and upgrading of Camellia oleifera seedling facilities and equipment, promote light substrate container seedling cultivation, focus on building key brands such as “Wanmu Chun” and “Xiangyou Jiachun”, and build Xupu into a regional Camellia oleifera breeding base that radiates 100 kilometers around the surrounding area.
——It is required to actively establish a national and provincial-level livestock and poultry breeding standardization demonstration farm, and strive to create two characteristic industries: Xupu Goose and Qianshao Pig. “Longtan Laba Delicacies” has been granted with a “Hunan time-honored brand”, and “Xupu Longtan Pig” has been titled with the national geographical indication.
The two major industries of commerce, logistics, and cultural tourism are emerging and seizing new heights.
As the “East Gate” of Huaihua, it needs to seize the development opportunities of Huaihua International Land Port, and promote county-level industries to borrow ships to go abroad. It is required to plan to build a railway freight center with an annual throughput of 10 million tons, and put the Zhongtong Express (Xupu) E-commerce Industrial Park into trial operation. It is also required to set up Xupu Special Zone in the Free Trade Zone and Gaoqiao Market, introduce Xuhua Import and Export Trading Company, and promote the export of Xupu products to 32 countries and regions.
Adhering to the combination of high-quality ecological resources and rich historical and cultural heritage in Xupu, it has successfully created 2 AAAA scenic spots and 5 AAA scenic spots. Xuefeng Mountain Tourism has been included in one of the five major tourism sectors in the province. The longest sightseeing cable-way in Asia, which is 7.6 kilometers long, is about to be completed and put into operation. Xuefeng Mountain Culture and Tourism Company is running on the acceleration track on the market.
