On the afternoon of October 12, the feedback meeting on the second round of “Re-inspection” of Huaihua by the Sixth Ecological and Environmental Protection Supervision Team of Hunan Province was held in Huaihua. Cao Jianhua, head of the supervision team, read out the re-inspection report. Wei Zhaohui, secretary of Huaihua Municipal Party Committee, delivered a speech. Gao Jingsheng, deputy secretary of Huaihua Municipal Party Committee and acting mayor of Huaihua Municipal Government, presided over the meeting. Yi Jihong, deputy head of the inspection team, and other members of the inspection team attended the meeting. Also in attendance were the key members of Huaihua Municipal Government, including He Zunqing, Li Wanqian, Peng Yanmin, Yin Peiguo, Huang Jianxin, Zuo Hong, Zhou Yangpin, Wu Hanming, Zhang Gong, and Zhou Wei, etc.
In the inspection report, Cao Jianhua first affirmed the results that Huaihua had achieved on ecological environment protection and ecological civilization construction in recent years, and then he also pointed out the existing problems of Huaihua and put forward specific rectification requirements.
Afterwards, Wei Zhaohui delivered a speech. She pointed out that the report from the inspection team is highly targeted, instructive, and actionable, so we would sincerely accept it. All departments concerned in the city should deeply study and implement the concept of ecological civilization, further consolidate the idea of green development, unify our thoughts and actions with the decision-making and deployment of the Party Central Committee, the State Council, Hunan Provincial Party Committee and Government, and unify them with the rectification requirements of the Sixth Ecological Environment Protection Inspection Team of Hunan province for Huaihua’s ecological environment protection by effectively shouldering, grasping, and implementing the problem rectification, so as to deliver a satisfactory answer with practical achievements to the Provincial Party Committee, the Provincial Government, the Sixth Provincial Ecological Environment Protection Inspection Teamp, and the people of the city.
Wei emphasized the need to tackle real problems head-on by establishing a leadership guarantee mechanism for problem rectification, quickly formulating rectification plans and by listing, clarifying rectification goals, measures, time limits, responsible units and persons one by one. In addition, we should draw lessons from others to make proper improvements by establishing a set of strict and scientific systems. What’s more, the transferred clues regarding the responsibility investigation shall be handled in accordance with regulations, discipline, and the law. Those who fail to rectify, have perfunctory respond, or engage in fraud shall be strictly held accountable. The rectification situation should be promptly disclosed to the public through major news media at the provincial and municipal levels, and actively subject to supervision from all sectors of society. Furthermore, we need to implement comprehensive policies and make every effort to promote green development. Taking this inspection and rectification as an opportunity, we will further explore and innovate effective paths for the transformation of the heavily polluted mines and continue to fight for the protection of blue sky, clear water, and clean land, by coordinating the integrated protection and systematic governance of mountains, waters, forests, fields, lakes, grasses, and sands, and by strengthening the management of natural protected areas. We should also implement ecological protection compensation mechanisms, pilot program for realizing the value of ecological products, and vigorously develop industrial chains such as ecological tourism and ecological carbon sinks, so as to make Huaihua an ecologically livable city.
