    Song of the land port: construction continues through holiday--key projects of huaihua international land port edz forge ahead for better quality & efficiency

    To fully deliver on this year’s construction targets, key projects at Huaihua International Land Port Economic Development Zone forged ahead during the National Day holiday. Two flagship projects—the Huaihua International Land Port Less-than-Truckload (LTL) Logistics Park and the Green Food Industrial Park—kept construction going without pause. Construction teams remained fully staffed to press forward, pushing ahead with final works, auxiliary facilities and pre-operational preparations for trial runs. Overall construction progress has continued to pick up and stay on track. The projects are now at a critical stage, with main structures completed and efforts focused on interior finishing, wrap-up works and quality refinement.

    At the construction site of the Less-than-Truckload (LTL) Logistics Park, the long boom of a massive crane swings through the air, hoisting construction materials with precision. Transport vehicles shuttle back and forth, while workers carry out the final finishing and installation tasks in a busy yet orderly manner. It is reported that the main works of the project were fully completed as scheduled by the end of September, with the overall project volume reaching nearly 96 percent.

    “Exterior finishing works such as facade renovation and glass installation are now the priority. The whole park is expected to be fully completed by the end of October,” said Chen Jinkai, person-in-charge from China Construction Third Engineering Bureau, the project developer at the site. Decoration works for the project are more than half finished, and fine finishing procedures including tile laying and door-and-window installation inside the auxiliary building have been basically wrapped up.

    To seize the construction schedule, all staff of the LTL Logistics Park project maintained normal work throughout the National Day holiday. None of the subcontracting teams took compensatory leave, pressing ahead with construction around the clock. Construction management personnel strictly enforced the duty requirement that “where there is ongoing work on site, management staff must be present”. A flexible duty system was adopted to fully guarantee construction safety, quality and progress during the holiday. Currently, cooperation agreements for enterprises to settle in the park are being negotiated and refined. The occupancy timeline will be confirmed once the operation agreements are signed.

    Encouraging progress has also been made at the parallel Green Food Industrial Park project. All main structures of the project’s Phase I Section have been fully completed. The project has now fully entered the exterior wall decoration stage, with orderly progress being made in working procedures including exterior wall panel laying, window installation and roof waterproofing construction.

    Yang Tao, project manager of Hunan No.6 Engineering Co., Ltd., constructor of the project, stated, “In accordance with the construction plan, we will kick off customized interior decoration work next. A schedule has also been set for dismantling large on-site equipment. Two tower cranes will be removed in early October, and the remaining two are scheduled for demolition in November. During the National Day holiday, all personnel of the industrial park project stayed on post and carried out construction as usual. We are fully seizing the current construction window to ensure all milestone tasks are accomplished as scheduled.”

    Huaihua International Land Port serves as the main battlefield and core front for key project construction. Since the beginning of this year, focusing on the mid-term adjustment arrangements for municipal key projects, Huaihua International Land Port Economic Development Zone has spared no effort to expand effective investment and accelerate project implementation and construction.

    In accordance with the adjusted municipal key project plan, the zone’s total annual investment target has been revised to 3.6457 billion yuan. As of the end of September, key projects have achieved a cumulative investment of 2.83 billion yuan, reaching a completion rate of 77.6%, which is 2.6 percentage points ahead of the scheduled progress.

    Among them, six provincial-level key projects have completed investment of 1.828 billion yuan, with a completion rate of 108%, outpacing the scheduled progress by 33 percentage points. Across the zone, 17 new key projects have started construction, marking a startup rate of 89.5%; 16 projects have been included in the statistical roster, with a statistical inclusion rate of 84.2%. The zone delivers outstanding performance in project initiation, construction and statistical filing.

    These impressive statistics are a vivid testament to the dedication of all construction workers who stayed on the front-lines throughout the National Day holiday. Seizing the critical construction window, construction staff have accelerated project development, continuously upgrading the infrastructure and shaping industrial carriers of the Huaihua International Land Port.
