On the morning of August 17th, Wei Chaohui, secretary of Huaihua Municipal Party Committee, presided over a special meeting on promoting import and export of foreign trade. She emphasizing the need to deeply study and implement general secretary Xi Jinping’s important discourse on opening up to the outside world, conscientiously implement the decisions and deployments of the Party Central Committee and the State Council, as well as the work requirements of Hunan Provincial Party Committee and Hunan Provincial Government, forge ahead with established goals, and make every effort to sprint for annual economic development tasks, so as to promote higher-level opening up to the outside world. Gao Jingsheng, vice secretary of Huaihua Municipal Party Committee and secretary of the Party Group of Huaihua Municipal Government, attended the meeting. Also in attendance were Li Weilin and He Weiying, both of whom are key members of the leading group of Huaihua Municipal Government.

At the meeting, the heads from relevant departments made a speech respectively on supporting for foreign trade enterprises and promoting the rebound of imports and exports of foreign trade of the city.

Afterwards, Wei delivered a speech. She pointed out that in the first half of 2026, the direction of the city’s foreign trade import and export work was correct, the measures were effective, and the results were evident. However, we must also be aware of the existing problems and should take effective measures to solve them.

Wei emphasized that we must firmly anchor our goals, strengthen our confidence, make breakthroughs, and ensure that the growth rate of foreign trade imports and exports turns negative to positive with improved quality. She added that we need to have a solid understanding of the situation, closely monitor changes in orders from key foreign trade enterprises, scientifically analyze the import and export operation situation, and make targeted efforts. In addition, we need to focus on key enterprises, establish a list of key enterprises such as foreign trade performance enterprises and potential enterprises, coordinate with multiple parties to provide precise support, and continuously revitalize the stock. To introduce new projects, each county, city, district, and industrial park of the city should continue to strengthen investment promotion, actively undertake outward oriented industrial transfer projects, and focus on attracting processing, trade, and export processing enterprises that can settle in standard factories. Relying on the advantages of Huaihua International Land Port, we should expand the import business of high-end fruits and seafood in Southeast Asia and continuously cultivate incremental growth. We should closely focus on key markets, establish ourselves as the hub of Huaihua International Land Port and ASEAN Freight Transport, and deeply cultivate the two major markets of ASEAN and Africa. What’s more, we need to optimize services related to enterprises, fully leverage the role of platforms such as the Comprehensive Service Center for Domestic and Foreign Trade of Huaihua International Land Port, deepen the reform of customs clearance facilitation, focus on export tax refund services, innovate foreign-related financial services, and promote the implementation and effectiveness of various foreign trade policies. Furthermore, we need to strengthen operational scheduling, implement a graded and regular scheduling mechanism, leverage mechanisms such as “one county, one special team” and major project scheduling, promote the implementation and effectiveness of various tackling measures, enhance coordinated development, strengthen business guidance and compliance counseling, so as to promote the improvement of internal control mechanisms in enterprises and to effectively reduce business risks.

Then, Gao Jingsheng made a speech. He noted that it is necessary for every departments concerned to fully implement the work deployment of this meeting by establishing a direct government-enterprise communication mechanism, so as to smooth the channels for enterprise feedback and efficiently respond to the development needs of enterprises.
