On July 13, Wei Zhaohui, secretary of Huaihua Municipal Party Committee, successively presided over two meetings on coordinating prominent issues of the complaints from the people in the market supervision and political-legal fields. She emphasized the need to thoroughly study and implement general secretary Xi Jinping’s important instructions on strengthening and improving the solution of the complaints from the people, firmly establish and practice a correct understanding of governance performance, consistently adhere to the people-centered development philosophy, and focus on resolving prominent issues of the complaints from the people, so as to maintain overall social harmony and stability. He Zunqing, deputy secretary of Huaihua Municipal Party Committee and secretary of the Political and Legal Affairs Commission of Huaihua Municipal Party Committee, attended the meeting. Also in attendance were the key members of Huaihua Municipal Government, such as Li Weilin, Zeng Wenqian, He Weiyin, Tan Huixiong, and Duan Zhiling, etc.
After listening to the reports respectively from the heads of the Huaihua Municipal Joint Office of Letters and Calls, Huaihua Municipal Market Supervision and Administration Bureau, Huaihua Municipal Political and Legal Affairs Commission, Huaihua Municipal Intermediate People’s Court, Huaihua Municipal People’s Procuratorate, and Huaihua Municipal Public Security Bureau, the attendants had a detailed discussion on the solutions of the prominent issues of the repeated complaints from the people. Wei pointed out that complaints from the people are closely related to the masses’ interests, so all related departments in the city should firmly shoulder the political responsibility of solving difficulties for the people and sharing the worries of the Party and strive to effectively dispel the worries and concerns of the masses, so as to continuously improve their sense of gain, happiness, and security.
Wei stressed the need to make every effort to reduce the number of the complaints from the people by sorting out the crux of cases and finding the root cause of the problems. In addition, efforts should be made to solve prominent issues of consumer complaints, counterfeit and shoddy products, as well as court trial execution and public security organs’ accepting cases. What’s more, attention should also be made to improve the mechanism for investigating and resolving conflicts and disputes of the masses at the grassroots level and in their early stages. We also need to innovate our working mechanism, implement the “gold medal mediator” system, and leverage the professional and experience advantages of retired judges, prosecutors, and veteran public security personnel to effectively and timely handle the complaints of the masses. Last but not least, we need to strengthen our capacity to accelerate the legalization of petition work, continuously improve our ability to apply legal thinking and methods and comprehensively regulate law enforcement behavior, so as to ensure that every case can withstand the test of law and history.
Wei requested that relevant leaders of the municipal government should take the lead in handling the the complaints from the people in their respective areas of responsibility; The Municipal Joint Office of Letters and Calls should proactively report and coordinate its work, and actively integrate various forces to carry out “group based” operations; Each county, city, and district should effectively fulfill their territorial responsibilities, conscientiously implement the “head leader” handling system, and adhere to monthly scheduling; The departments of public security, procuratorial, court, and market supervision should strengthen proactive communication and enhance coordination and cooperation to form a joint work force to handle related issues. Those who neglect their duties and responsibilities and thus cause adverse effects or serious consequences on handling complaints from the people shall be held accountable seriously.
