On the afternoon of June 1, Wei Zhaohui, secretary of Huaihua Municipal Party Committee, chaired the sixth meeting of 2026 of the Theoretical Learning Center Group of Huaihua Municipal Party Committee on thoroughly studying and understanding president Xi Jinping’s important discourses on workplace safety and his directives regarding the explosion at Liuyang Huasheng Firecracker Factory and the gas explosion at a coal mine in Qinyuan County, Changzhi City, Shanxi Province. He Zunqing, deputy secretary of Huaihua Municipal Party Committee and secretary of the Political and Legal Affairs Commission of Huaihua Municipal Party Committee, and Li Wanqian, director of Huaihua Municipal People’s Congress Standing Committee, attended the meeting. Also in attendance were the key members of Huaihua Municipal Government, including Peng Xindan, Li Weilin, Yin Peiguo, and Zheng Xiaohu. All of delivered a speech respectively.
Wei emphasized the need to elevate political stance and effectively prioritize safety production as a major political task, draw a lesson from various accidents, take the most resolute attitude, strictest measures, and strongest work style to realize safety production, so as to resolutely curb the occurrence of various accidents by deeply understanding the decisive significance of the “two consolidations” through practical actions in order to achieve the “two safeguards”.
Wei stressed the need to focus on key links and effectively build a solid defense line for safety production. We must always firmly establish the concept of safe development, sound the alarm bell at all times, enhance our sense of responsibility of “always feeling uneasy”, cultivate the insight of “knowing potential risk as early as possible”, enhance the action ability of “being well versed in various risks”, grasp safety production with a “zero tolerance” attitude, and truly realize the transformation from “being forced to keep safety” to “volunteering to achieve safety”. In addition, we must thoroughly investigate and rectify hidden dangers and adhere to taking measures in advance by strengthening source control, strictly carrying out large-scale investigation and rectification of safety production risks and hidden dangers from a practical and detailed perspective, conscientiously implementing comprehensive measures, highlighting the investigation and rectification of safety hazards in key areas such as roads and water transportation, fireworks and firecrackers, mines, fire prevention, construction, and cultural tourism. What’s more, on flood prevention and preparedness, we must keep a highly alert state. Furthermore, we must continuously strengthen technological empowerment, vigorously promote the construction of safety production informatization, improve the risk monitoring and early warning system for high-risk and key industries, promote the application of advanced safety technology and equipment, and promote the transformation and upgrading of safety supervision mode towards intelligent “technical defense” and “intelligent defense”. last but not least, we must firmly implement supervision and law enforcement, enhance the awareness that “hidden dangers are accidents”, adhere to strict measures to carry out the special action of “cracking down on illegal activities”, encourage enterprises to increase investment in safety production equipment and hardware, strengthen technological upgrading efforts, effectively improve the level of intrinsic safety, and severely crack down on illegal and irregular behaviors with malicious nature and repeated occurrence.
Wei noted the need to press down and strengthening responsibilities by fully implementing the requirements of taking “joint responsibility of party and government cadres, dual responsibility for one position, joint management, and accountability for dereliction of duty” and adhering to “three management and three musts”. She added that we must strengthen related leaders’ responsibilities on management and supervision over safety production in key industry areas by improving their working style, enhancing legal supervision and accountability, so as to effectively build a strong force for safe development.
