On the afternoon of January 9, 2025, Wei Zhaohui, deputy secretary of Party Committee and mayor, emphasized during her inspection of the Huaihua Municipal Culture, Tourism and Sports Group and the Municipal Agriculture and Forestry Group that it is essential to thoroughly study and implement president Xi Jinping’s important instructions on the reform and development of state-owned enterprises, further strengthen market-oriented business awareness, deepen reform and innovation, and continuously enhance the core competitiveness of enterprises.
Wei visited the Municipal Culture, Tourism and Sports Group, the Municipal Kangyun Sports Culture Development Co., Ltd., the Municipal Agriculture and Forestry Group, and the “Huaixiang Huaipin” flagship store of the Municipal Agriculture and Forestry Group, where she gained a detailed understanding of the enterprises’ operations, industrial planning, and market expansion.
At the symposium, after listening to work reports from the Municipal Culture, Tourism, and Sports Group and the Municipal Agriculture and Forestry Group, as well as remarks from relevant municipal departments, Wei emphasized that the Municipal Culture, Tourism, and Sports Group and the Municipal Agriculture and Forestry Group are market-oriented companies established to meet the needs of Huaihua’s high-quality development. They must further clarify their development strategies, objectives, and pathways, firmly shoulder the responsibility of preserving and increasing state-owned assets, resolutely advance reforms and transformation, make every effort to reduce costs and improve efficiency, adhere to the red and bottom lines of safe development, and accelerate the growth and expansion of enterprises.
It is demanded that the Municipal Culture, Tourism, and Sports Group should firmly shoulder the responsibility of enabling Huaihua to thrive on the tourism industry, and solidly take up the “second half” of the Fifth Hunan Tourism Development Conference. The business model must innovate and break boundaries, continuously updating cultural and tourism product offerings while actively exploring novel and engaging consumption experiences. Core offerings should include standout products and hit attractions, vigorously promoting “intangible cultural heritage revitalization,” and fostering deep integration between cultural tourism and technology to create more high-quality cultural and tourism experiences. Operations should shift from merely attracting visitors to retaining them, starting from the tangible, relatable, and emotionally resonant needs of tourists, and continuously optimizing the cultural tourism service experience to make visitors feel the warmth and convenience of “a blessed land of Huaihua that is as agreeable as home.” The market strategy should be refined and targeted, precisely identifying and promoting to the intended market and tourist demographics, while effectively leveraging online marketing and local celebrities or influencers to drive traffic. Projects should be integrated and harmonized, persistently connecting scenic spots that mutually drive traffic into cohesive networks, promoting the coordinated development of key tourism projects, and creating premium cultural tourism routes.
It is also demanded that the Municipal Forestry and Agriculture Group accelerate the strengthening of its “core industries,” thoroughly research and plan the development of specialty and competitive industries such as seed breeding and high-yield oil tea, and expand the forestry industry. The group must expedite the exploration of agricultural and forestry services, integrate resources like agricultural technology, machinery, and supplies to provide comprehensive, low-cost, and convenient services for agricultural and forestry entities, effectively reducing operational costs and risks. It is essential to rapidly explore pathways for realizing the value of forestry ecological products, actively align with and integrate into the national carbon emissions trading market, and fully promote the operation of a comprehensive platform for realizing the value of ecological products. The group should accelerate the creation of distinctive brands, further refine the standards for the “Huaixiang Huaipin” regional public agricultural product brand, and standardize the use and management of the public brand. Additionally, it is crucial to break through international cooperation by targeting world-class research institutions, establish long-term strategic partnerships, and leverage international land ports to promote Huaihua’s high-quality seed breeding, oil tea, bamboo, and wood products into the global market.
