On January 5, the 11th Plenary Session of the 6th Huaihua Municipal Committee and the Economic Work Conference of Huaihua Municipal Party Committee was held. The session thoroughly studied and implemented the spirit of the 20th National Congress of the Communist Party of China and its plenary sessions, as well as the Central Economic Work Conference, fully implemented the important speeches and directives of general secretary Xi Jinping regarding Hunan's work, earnestly carried out the spirit of the 10th Plenary Session of the 12th Hunan Provincial Committee and Hunan Provincial Economic Work Conference, summarized the economic work of Huaihua City of 2025, analyzed the current economic situation of the city, and deployed the economic work of the city in 2026.
“We must stay confident and seize the momentum to achieve greater results in the coming new year!”, the delegates of the meeting expressed such determination, pledging to implement the decisions and plans of the Party Central Committee and the work requirements of Hunan Provincial Party Committee without deviation, solidly carry out economic construction in the year of 2026 by focusing on high-quality development of Huaihua city, so as to ensure a good start for the 15th Five-Year Plan of the city and to make new and greater contributions to make Huaihua a regional central city at the border area of five provinces, while persistently advancing the goal of achieving the grand blueprint of “Three Highlands and Four New Missions” and the strategy of “Five Innovations and Four Orientations” .
I. Accelerate the construction of Huaihua a national first-class tourism and vacation destination
Huaihua once again sounds the horn on the journey of glory and dreams.
In the meeting, “Decision on Promoting High-Quality Development of Cultural and Tourism Industry and Accelerating Construction of a National First-Class Tourism and Vacation Destination” was approved , outlining a clearer "roadmap" and formulating a more specific "task assignment" for the high-quality development of Huaihua.
“The economic indicators are clear and precise, and the strategic deployment is in line with reality of the city, especially the decision to promote the high-quality development of cultural and tourism industry has doubled our confidence and increased our enthusiasm. ", said Zheng Xiaohu, member of the Standing Committee of Huaihua Municipal Party Committee and secretary of Hongjiang Municipal Party Committee. He noted that Hongjiang City would actively integrate into the development of Huaihua, actively integrate into the construction of Huaihua International Land Port and the “5+10” modern industrial system, expand the open economy, firmly shoulder the mission of developing “one main and two characteristic” industries, find the right development sectors, and take a new path of characteristic local development. He added that Hongjiang would continuously deepen the integration of agriculture, culture, tourism, and science, solidly carry out the future blueprint of Hunan Provincial Tourism Development Conference, focus on “attracting tourists, improving services, and expanding areas” on core scenic spots, create more national level brands and better support the "Three Rivers and One Bay" cultural and tourism program, serve the tourism development of the world-renowned Xuefeng Mountain, and integrate into the Zhangjiajie International Tourism Zone. “Mayang will closely follow the new mission entrusted by Huaihua Municipal Party Committee and Government. Relying on the brand advantage of 'World Longevity Township', we will actively collaborate to create a new tourism route of Zhangjiajie-Fenghuang-Mayang (a Longevity Health Care tourism line), and fully promote the implementation and effectiveness of the conference spirit. ” said Jiang Tao, secretary of the Party Committee of Mayang County. He added that Mayang would, firstly, equip economic development with an 'innovation engine', actively get on the 'fast train' of Huaihua International Land Port, and continuously consolidate the 'once for all customs clearance' to promote Mayang's local products to find overseas markets. Secondly, Mayang would accelerate the development of culture and tourism, integrate into Huaihua's overall development pattern, strengthen popularization of Loong Boat culture and tourism IP by holding more innovative and interesting activities about hot springs’ enjoyment and Loong Boat races, and strive to make the county a longevity and health tourism destination. Thirdly, Mayang would contribute to the modernization of Huaihua's industrial system by deepening cooperation between Huaihua and Mayang, so as to establish a characteristic industrial development pattern by taking advantage of its unique natural and cultural resources.
Fu Jiasheng, scretary of the Party Committee of Xinhuang County, stated that Xinhuang would conscientiously implement the spirit of this meeting and would spare no effort to promote economic development. He added that Xinhuang would persist in opening up and reform, and would carry out three major actions on a large scale across the county: reeducation and training of civil servants, innovation and entrepreneurship training of young people, and legal education and compliance of the general public. Also, Xinhuang would promote the development of industries on goods export, urban construction, and tourism development, deepen the cultivation of key industries such as green mining and traditional Chinese medicine, focus on project construction and investment invitation, expand and strengthen the “local characteristic” industry, actively integrate into the “Zhangjiajie international tourism circle”, promote the integration and renewal of cultural, tourism, sports, and health industries, and enable more people to enjoy the benefit of tourism development. II. Make every effort to construct Huaihua International Land Port and to promote industry prosperity, urban construction, and tourism development
This year marks the beginning of the 15th Five Year Plan and a crucial year for Huaihua to continue its "second entrepreneurship" and accelerate its pursuit of further development. So, it needs to draw a new development blueprint for key nodes.
The previous Central and Hunan Provincial Economic Work Conference deployed key tasks for the whole country and Hunan province, focusing on the present and laying out long-term plans. For Huaihua, the focus should be on striving for new breakthroughs and progress in the "four aspects" of the international land port construction, industry prosperity, urban construction, and tourism development.

It inspires us to forge ahead, gathering the magnificent force of the whole city to continue the ‘second entrepreneurship’”, said Tang Cheng, secretary of the Party Committee of Hecheng district. He stated that Hecheng district would effectively unify its thoughts and actions with the decision-making and deployment of the Municipal Party Committee, strengthen confidence and take practical responsibilities one by one around the economic indicators and the key tasks determined by the Municipal Party Committee, and ensure that all deployments are implemented effectively in Hecheng district. “The blueprint drawn up by the Economic Work Conference of Huaihua Municipal Party Committee is inspiring, and all people of Yuanling county deeply feel the mission on their shoulders. Last but not least, Yuanling would resolutely follow the principle of safety production on the construction of livable, business friendly, and beautiful rural areas by coordinating urban and rural development, continuously improve people's livelihood and well-being, and strive to transform the blueprint of “Three Highlands and Four New Missions” and the strategy of “Five Innovations and Four Orientations” into practical results that benefit the people of the entire county, so as to make its own contribution to build Huaihua a regional central city at the border area of five provinces.
“The 11th Plenary Session of the 6th Huaihua Municipal Party Committee and the Economic Work Conference of the Municipal Party Committee has pointed out the direction for the city's economic construction in 2026 and provided action guidelines for grassroots cadres.” said Zheng Xiang, secretary of the Party Committee of Xupu County. He stated that Xupu county would resolutely implement the decision-making and deployment of the Municipal Party Committee, shoulder great responsibility as a big county, deeply integrate into the strategic layout of Huaihua International Land Port construction, the integrated development of Hecheng district and Zhongfang county, and the culture and tourism development in Xuefengshan mountain area. In addition, Xupu would expand and strengthen its characteristic industries such as the deep processing, of silica sand, the production of PVB materials and foam materials, and the development of vacation tourism in Xuefengshan mountain area, so as to promote its industrial chain and cluster development and ultimately contribute its own strength to the good opening and starting of Huaihua's “15th Five Year Plan”.
III. Be diligent and practical, and strive to achieve new and greater results through practical actions
In the meeting, it was emphasized that all relative departments across the city should fully implement the spirit of the 11th Plenary Session of the 6th Huaihua Municipal Party Committee and the Economic Work Conference of the Municipal Party Committee. Great effort should be paid to connect the 2026 work with the deployment of the "15th Five Year Plan" and the key tasks of further comprehensive reform, and carry out the work of planning, setting goals, promoting development, and implementing reforms, so as to ensure that every work has a good beginning and a satisfying result, and all policies can be fully carried out.

In addition, Hongjiang district would proactively connect with Huaihua International Land Port, initiate the construction of a chemical multimodal transport warehousing and logistics port, and strive to make Hongjiang products exported from the land port. Also, Hongjiang district would make effort to be a regional consumption center city based on its cultural and tourism resources, and would strive to build the first national 5A scenic spot in Huaihua prefecture by continuously improving tourism infrastructure, holding various high quality characteristic festivals and unique cultural activities, and upgrading the popularity of the brand of “Ancient Business Town”. What’s more, Hongjiang district would focus on improving livelihood undertakings such as education, healthcare, housing, and elderly care, coordinating and strengthening various work such as safety production, risk prevention, people’s petition and social stability, so as to make Hongjiang a city with high-quality development, high-level of rule of law, and peace and harmony.
Qin Xiemin, secretary of the Party Committee of Tongdao County, stated that Tongdao would conscientiously implement the spirit of the 11th Plenary Session of the 6th Huaihua Municipal Party Committee and the Economic Work Conference of the Municipal Party Committee, further seize opportunities, clarify ideas, strengthen confidence, firmly keep the goal of constructing the county mainly on “four aspects” by promoting industrial development, investment invitation, project construction and market entities cultivation, strengthen local characteristic industries, deepen reform and opening up, enhance urban-rural integration, people's livelihood and well-being, improve governance system, strengthen self-construction, solve problems and accomplish practical things one by one, and strive to achieve a good start of the "15th Five Year Plan", so as to make contribution to realize the blueprint of “Three Highlands and Four New Missions” and the strategy of “Five Innovations and Four Orientations” and to build Huaihua a regional central city at the border area of five provinces.
“The 11th Plenary Session of the 6th Huaihua Municipal Party Committee has clarified the economic development goals and tasks for us in 2026 by putting forward requirements of 'six musts' and ideas of steadily advancing high-tech industries.” said Peng Yi, secretary of the Party Working Committee of Huaihua High-tech Industrial Development Zone. He stated that Huaihua High-tech Industrial Development Zone would conscientiously implement the economic development goals and tasks and strive to be the vanguard of making Huaihua a regional central city at the border area of five provinces. He added that Huaihua High-tech Industrial Development Zone would spare no effort to achieve two goals, namely to be ranked as one of national high-tech zones in the country and one of top five industrial parks in Hunan province. What’s more, Huaihua High-tech Industrial Development Zone would focus on accomplishing three tasks, namely improving the quantity and quality of the park’s development, continuously following up on the development of the western area of the city, and ensuring the normal and long-term linkage between this park and other counties of Huaihua city. It would also promote four implementations, namely the implementation of market-oriented investment reform, the implementation of project construction image progress, the implementation of relief measures for park enterprises, and the implementation of safety production and environmental protection; and make breakthroughs on five aspects: increasing total industrial output value, industrial added value, foreign trade import and export volume, uses of foreign capital, and enterprises under regulatory compliance, so as make contribution to achieve the blueprint of “Three Highlands and Four New Missions” and the strategy of “Five Innovations and Four Orientations” and to build Huaihua a regional central city at the border area of five provinces.
