On the morning of January 7, Wei Zhaohui, deputy secretary of the CPC Huaihua Municipal Committee and Mayor of Huaihua, conducted a survey on industrial development in the Huaihua High-Tech Industrial Development Zone. She emphasized the need to thoroughly study and implement the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the CPC and the Central Economic Work Conference, earnestly implement the spirit of the 10th Plenary Session of the 12th Hunan Provincial Committee and the Provincial Economic Work Conference, as well as the 11th Plenary Session of the Sixth Huaihua Municipal Committee and the Municipal Economic Work Conference. It is essential to anchor the development direction toward high-end, intelligent, and cluster-oriented growth, and strive to achieve high-quality leapfrog development.
Wei visited Sany Environmental Industry Co., Ltd., Hunan Xinghuai New Material Technology Co., Ltd., and Hunan Juntai New Material Technology Co., Ltd., where she gained a detailed understanding of production operations of these enterprises, their product research and development, their production capacity, and their output value. Afterwards she presided over a symposium.
Wei pointed out that the Huaihua High-Tech Industrial Development Zone serves as the main front and primary engine for the city's high-tech industrial development, as the zone has made positive contributions to the city's high-quality growth. At present, it is essential to formulate the "15th Five-Year Plan" with high quality, solidly carry out all tasks at the end of the year and the beginning of the new year, and strive for a successful conclusion and a smooth start. It is necessary to clearly recognize development gaps, reinforce awareness of crisis and urgency, demonstrate the resolve to overcome difficulties and the drive to catch up, therefore striving to achieve a leapfrog improvement in development rankings.
Wei emphasized the need to focus on high-end development by strengthening the tiered cultivation of high-tech enterprises, enhancing their core competitiveness, fostering and expanding new quality productive forces, and actively exploring new industrial tracks and fields. It is essential to concentrate on intelligent development by motivating enterprises to accelerate transformation and upgrading, vigorously promoting intelligent production, and cultivating a group of representative model enterprises in intelligent manufacturing. Furthermore, attention should be given to cluster development by strengthening industrial planning and integration, optimizing the industrial chain layout around newly introduced projects, promoting the extension of existing enterprises into upstream and downstream sectors, and elevating the level of industrial agglomeration.
Wei stressed the need to enhance the level of intensive and efficient development by revitalizing existing land resources, unlocking spaces for industrial growth, and improving land conservation, intensive utilization, and output per unit area. It is essential to elevate green and low-carbon standards by strictly adhering to ecological and environmental protection bottom lines, upgrading environmental governance benchmarks, and achieving coordinated progress in both economic development and environmental protection. In addition, she stressed the significance of advancing intrinsic safety by firmly establishing a safety-oriented development philosophy, maintaining constant vigilance over production safety, ensuring sustained attention and unrelenting efforts, and comprehensively reinforcing the safety foundation for high-quality development.
